Abstract

Proses tank cleaning pada kapal Product Oil Tanker merupakan kegiatan berisiko tinggi karena dilakukan pada ruang terbatas (confined space) dengan potensi paparan gas berbahaya, defisiensi oksigen, kebakaran, ledakan, serta pencemaran lingkungan. Selain aspek keselamatan, pemilihan metode tank cleaning juga dipengaruhi oleh aspek teknis operasional, ekonomi, dan lingkungan. Oleh karena itu, diperlukan metode pengambilan keputusan yang sistematis dan objektif. Penelitian ini bertujuan menentukan metode tank cleaning terbaik menggunakan pendekatan Analytical Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), serta mengembangkan aplikasi pendukung keputusan berbasis TOPSIS. Penelitian menggunakan empat kriteria utama, yaitu Keselamatan Kerja, Teknis Operasional, Ekonomi, dan Lingkungan, dengan total 16 subkriteria serta tiga alternatif, yaitu Manual Tank cleaning, Automatic Tank Cleaning Machine (ATCM), dan Robotic Tank Cleaning. Hasil AHP menunjukkan bahwa Ekonomi memiliki bobot tertinggi sebesar 0,45, diikuti Teknis Operasional (0,26), Keselamatan Kerja (0,17), dan Lingkungan (0,12). Seluruh matriks perbandingan memenuhi persyaratan konsistensi dengan nilai Consistency Ratio (CR) ≤ 0,10. Hasil TOPSIS menunjukkan bahwa Manual Tank Cleaning memperoleh nilai preferensi tertinggi sebesar 0,5958, diikuti Robotic Tank Cleaning (0,5595) dan Automatic Tank Cleaning Machine (0,3998). Analisis sensitivitas menunjukkan bahwa perubahan bobot pada skenario pertama tidak mengubah peringkat alternatif, sedangkan pada skenario kedua Robotic Tank Cleaning menjadi alternatif terbaik. Aplikasi yang dikembangkan menghasilkan nilai yang identik dengan perhitungan Microsoft Excel, sehingga dapat digunakan sebagai alat bantu pengambilan keputusan yang objektif, konsisten, dan efisien dalam pemilihan metode tank cleaning.

Tank cleaning on Product oil tankers is a high-risk operation because it is performed in confined spaces with potential hazards such as exposure to toxic gases, oxygen deficiency, fire, explosions, and environmental pollution. In addition to safety considerations, the selection of a tank cleaning method is influenced by operational, economic, and environmental factors. Therefore, a systematic and objective decision-making approach is required. This study aims to determine the most suitable tank cleaning method using the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), as well as to develop a TOPSIS-based decision support application. The study employed four main criteria, namely Occupational Safety, Operational Performance, Economic, and Environmental, comprising a total of 16 sub-criteria and three alternatives: Manual Tank Cleaning, Automatic Tank Cleaning Machine (ATCM), and Robotic Tank Cleaning. The AHP results indicate that the Economic criterion has the highest priority weight (0.45), followed by Operational Performance (0.26), Occupational Safety (0.17), and Environmental (0.12). All pairwise comparison matrices satisfied the consistency requirement, with a Consistency Ratio (CR) ≤ 0.10. The TOPSIS results show that Manual Tank cleaning achieved the highest preference value (0.5958), followed by Robotic Tank Cleaning (0.5595) and Automatic Tank Cleaning Machine (0.3998). Sensitivity analysis revealed that changes in criterion weights under the first scenario did not affect the ranking of the alternatives, whereas under the second scenario Robotic Tank Cleaning became the preferred alternative. The developed application produced results identical to those obtained from Microsoft Excel calculations, demonstrating its validity as a decision support tool. Therefore, the proposed application can facilitate a more objective, consistent, and efficient decision-making process for selecting tank cleaning methods.
