Abstract

Kebun Raya Mangrove (KRM) Gunung Anyar merupakan kawasan konservasi yang memiliki fungsi konservasi, penelitian, pendidikan, wisata, dan jasa lingkungan sebagaimana diamanatkan dalam Peraturan Presiden Nomor 83 Tahun 2023. Namun, pelaksanaan kelima fungsi tersebut belum berjalan secara optimal, ditandai dengan belum optimalnya kegiatan penelitian dan edukasi, terbatasnya pemberdayaan masyarakat, serta masih perlunya peningkatan kualitas pengelolaan kawasan. Oleh karena itu, penelitian ini bertujuan untuk merumuskan strategi pengembangan KRM Gunung Anyar berdasarkan preferensi stakeholder. Penelitian menggunakan metode campuran (mixed methods). Tahap pertama menggunakan Content Analysis (CA) melalui wawancara mendalam terhadap lima kelompok stakeholder. Tahap kedua menggunakan Importance Performance Analysis (IPA) terhadap 96 responden yang terdiri atas dua kelompok responden yaitu wisatawan serta masyarakat, dan pelaku UMKM. Selanjutnya, hasil CA dan IPA ditriangulasi dengan kondisi eksisting, regulasi, serta best practice guna merumuskan strategi pengembangan. Hasil Content Analysis mengidentifikasi 13 variabel yang berpengaruh terhadap pengembangan KRM Gunung Anyar. Hasil Importance Performance Analysis menunjukkan tiga atribut yang menjadi prioritas utama pengembangan, yaitu pengetahuan lingkungan, kegiatan edukasi, dan program peningkatan keterampilan masyarakat. Berdasarkan hasil triangulasi, dirumuskan strategi pengembangan yang berfokus pada edukasi serta pemberdayaan masyarakat.

Gunung Anyar Mangrove Botanical Garden (KRM Gunung Anyar) is a conservation area that serves conservation, research, education, tourism, and ecosystem services, as mandated by Presidential Regulation Number 83 of 2023. However, the implementation of these functions has not yet been fully optimized, as indicated by the limited implementation of research and educational activities, insufficient community empowerment, and the need to improve the overall quality of area management. Therefore, this study aims to formulate development strategies for KRM Gunung Anyar based on stakeholder preferences. This study employed a mixed-methods approach. The first stage applied Content Analysis (CA) through in-depth interviews with five stakeholder groups. The second stage used Importance Performance Analysis (IPA) involving 96 respondents consisting of two respondent groups: tourists and the community, including MSME owners. The results of the CA and IPA were then triangulated with existing conditions, relevant regulations, and best practices to formulate development strategies. The results of the Content Analysis identified 13 variables influencing the development of KRM Gunung Anyar. The Importance Performance Analysis revealed three priority attributes requiring immediate improvement, namely environmental knowledge, educational activities, and community capacity-building programs. Based on the triangulation results, development strategies were formulated with a primary focus on strengthening education and community empowerment.
