Abstract
Untuk mencapai target Net Zero Emissions (NZE) 2060, PT PLN Nusantara Power sekarang bertransformasi menjadi Genco. Untuk mendukung target korporasi, unit operasi dan usaha mengajukan proposal proyek investasi yang disesuaikan dengan target dan capaian masing-masing unit. Namun, karena banyaknya proposal proyek investasi, proses evaluasi proyek investasi saat ini seringkali terfragmentasi secara linear antara parameter finansial, teknis, dan lingkungan, serta memiliki potensi subjektivitas yang tinggi. Model yang dikembangkan dalam penelitian ini berbasis Analytical Hierarchy Process (AHP). Model ini mengintegrasikan lima kriteria utama seleksi proyek investasi: keberlanjutan, risiko, finansial, teknis, dan strategis. Ini dilakukan dengan menggunakan pendekatan eksplorasi sequential berbagai metode. Pada tahap kualitatif, empat anggota Direksi (Board of Directors atau BoD) diwawancarai secara menyeluruh dan dianalisis menggunakan analisis tematik untuk menentukan kriteria dan struktur hierarki keputusan. Pada tahap kuantitatif, lima Vice President mengisi kuesioner penilaian pada proyek investasi, yang kemudian dievaluasi menggunakan metode AHP bersama dengan evaluasi Consistency Ratio (CR). Hasil penelitian menunjukkan bahwa kriteria finansial memiliki prioritas tertinggi dan dominan sebesar 0,3488 (34,88 persen), diikuti oleh kriteria strategis, risiko, dan keberlanjutan dengan bobot setara sebesar 0,1844 (18,44 persen). Kriteria teknis memiliki prioritas terendah sebesar 0,0981 (9,81 persen), dengan CR = 0,0022, yang jauh di bawah ambang batas 0,10, yang menunjukkan bahwa matriks perbandingan berpasangan konsisten. Peringkat prioritas lima puluh proyek investasi disintesis menggunakan bobot tersebut; skor kompositnya berkisar antara 3,224 dan 4,043, dan tidak ada korelasi signifikan antara besaran anggaran proyek (ρ = 0,148; p = 0,312). Hasilnya menunjukkan bahwa model AHP berhasil mengurangi subjektivitas penilaian dan menghasilkan kerangka evaluasi investasi yang lebih objektif. Selain itu, model ini selaras dengan tujuan komersial perusahaan dan target dekarbonisasi.

To achieve the 2060 Net Zero Emissions (NZE) target, PT PLN Nusantara Power is transforming into a Generation Company (Genco). To support corporate goals, operational and business units submit investment project proposals tailored to their respective targets and achievements. However, due to the large volume of proposals, the current evaluation process is often fragmented—treating financial, technical, and environmental parameters in isolation—and is highly susceptible to subjectivity. The model developed in this study is based on the Analytical Hierarchy Process (AHP). It integrates five key investment project selection criteria: sustainability, risk, financial, technical, and strategic factors. A sequential exploratory approach involving multiple methods was employed. In the qualitative phase, four members of the Board of Directors (BoD) were interviewed in depth; thematic analysis was then used to define the criteria and the decision hierarchy structure. In the quantitative phase, five Vice Presidents completed assessment questionnaires for the investment projects, which were subsequently evaluated using the AHP method, including a Consistency Ratio (CR) check. The results indicate that the financial criterion holds the highest priority, dominating with a weight of 0.3488 (34.88%), followed by the strategic, risk, and sustainability criteria, which share an equal weight of 0.1844 (18.44%). The technical criterion has the lowest priority at 0.0981 (9.81%). The CR was 0.0022, well below the 0.10 threshold, indicating that the pairwise comparison matrix is consistent. Priority rankings for fifty investment projects were synthesized using these weights; composite scores ranged from 3.224 to 4.043, and no significant correlation was found regarding project budget size (ρ = 0.148; p = 0.312). The findings demonstrate that the AHP model successfully reduces assessment subjectivity and establishes a more objective framework for investment evaluation. Furthermore, this model aligns with the company's commercial objectives and decarbonization targets.
