Abstract

Pertumbuhan mobilitas di kawasan metropolitan Jabodetabek meningkatkan kebutuhan akan transportasi publik yang terjangkau dan berkelanjutan, khususnya pada rute lintas kota seperti Transjabodetabek P11 (Blok M–Bogor). Penetapan tarif pada layanan ini menjadi isu krusial karena harus menyeimbangkan kemampuan bayar masyarakat dengan keberlanjutan operasional yang masih bergantung pada subsidi Public Service Obligation (PSO). Penelitian ini bertujuan mengidentifikasi faktor yang memengaruhi kesediaan membayar (Willingness to Pay/WTP) pengguna, mengestimasi nilai WTP untuk peningkatan kualitas layanan, serta memetakan heterogenitas WTP antar kelompok pengguna. Pendekatan kuantitatif digunakan melalui metode Stated Preference berbasis Discrete Choice Experiment (DCE) terhadap 379 responden, dengan estimasi Mixed Logit Model (MXL) dan segmentasi Chi-Square Automatic Interaction Detection (CHAID). Hasil estimasi menunjukkan empat atribut berpengaruh signifikan terhadap utilitas pilihan pengguna, yaitu tarif, reliabilitas, headway, dan waktu operasional, sedangkan jenis halte tidak signifikan. Tarif merupakan atribut paling dominan (46,44%), diikuti reliabilitas (22,70%), headway (20,06%), dan waktu operasional (10,80%), dengan pola sensitivitas tarif yang non-linear. Estimasi WTP berbasis pendekatan piecewise linear menghasilkan nilai WTP populasi sebesar Rp3.970 untuk peningkatan reliabilitas, Rp3.345 untuk perbaikan headway, dan Rp1.802 untuk perpanjangan waktu operasional, dengan total WTP sekitar Rp10.500 per perjalanan di atas tarif dasar untuk skenario perbaikan komprehensif. Segmentasi CHAID menunjukkan heterogenitas WTP sebagian besar bersifat laten; satu-satunya pemisahan signifikan terjadi pada WTP headway berdasarkan jenis pekerjaan. Temuan ini mengindikasikan bahwa kebijakan tarif Transjabodetabek sebaiknya dirancang sebagai skema berjenjang yang mengaitkan tingkat tarif dengan jenjang kualitas layanan terverifikasi, bukan tarif tunggal berbasis daya bayar rata-rata.

The rapid growth of mobility in the Jabodetabek metropolitan area has intensified the demand for affordable and sustainable public transportation, particularly on intercity corridors such as the Transjabodetabek P11 Blok M–Bogor. Fare determination on this service is a critical issue, as it must balance users' ability to pay with the operational sustainability of a service that remains dependent on Public Service Obligation (PSO) subsidies. This study aims to identify the factors influencing users' Willingness to Pay (WTP), estimate WTP values for service quality improvements, and map WTP heterogeneity across user groups. A quantitative approach was employed using a stated preference method based on a Discrete Choice Experiment (DCE) involving 379 respondents, analyzed through Mixed Logit Model (MXL) estimation and Chi Square Automatic Interaction Detection (CHAID) segmentation. The estimation results show that four attributes significantly influence users' choice utility, fare, reliability, headway, and operating hours, while shelter type is not significant. Fare is the most dominant attribute (46.44%), followed by reliability (22.70%), headway (20.06%), and operating hours (10.80%), with a non-linear pattern of fare sensitivity. WTP estimation using a piecewise linear approach yields population WTP values of IDR 3,970 for reliability improvement, IDR 3,345 for headway improvement, and IDR 1,802 for extended operating hours, with a total WTP of approximately IDR 10,500 per trip above the base fare for a comprehensive improvement scenario. CHAID segmentation reveals that WTP heterogeneity is largely latent; the only significant split occurs in headway WTP based on occupation type. These findings suggest that Transjabodetabek fare policy should be designed as a tiered scheme linking fare levels to verified service quality, rather than a single flat fare based on average ability to pay.
