Abstract
Kecamatan Cipayung, Kota Jakarta Timur, masih memanfaatkan air tanah sebagai sumber utama air bersih sehingga berpotensi menyebabkan penurunan muka tanah. Oleh karena itu, diperlukan pengembangan jaringan distribusi air bersih melalui sistem perpipaan untuk meningkatkan pelayanan air minum. Penelitian ini bertujuan merencanakan jaringan distribusi air bersih Kecamatan Cipayung pada tahun rencana 2039 yang meliputi analisis kebutuhan air, pemodelan hidraulis, penyusunan Rencana Anggaran Biaya (RAB), serta analisis kelayakan ekonomi. Proyeksi jumlah penduduk dilakukan menggunakan metode aritmatik, kemudian dihitung kebutuhan air domestik, non-domestik, kehilangan air, kebutuhan harian maksimum, dan kebutuhan jam puncak. Pemodelan jaringan dilakukan menggunakan WaterGEMS dengan dua skenario, yaitu kondisi pompa eksisting dan skenario optimasi melalui penambahan satu unit inline booster pump serta dua unit Pressure Reducing Valve (PRV). Evaluasi dilakukan berdasarkan parameter tekanan, kecepatan aliran, dan headloss. Penyusunan RAB mengacu pada AHSP Bidang Cipta Karya Tahun 2025–2026 dan analisis ekonomi dilakukan menggunakan metode Payback Period (PP) dan Benefit Cost Ratio (BCR). Hasil penelitian menunjukkan bahwa kebutuhan air harian maksimum pada tahun 2039 sebesar 1.009,7 L/detik, sedangkan kebutuhan air jam puncak sebesar 1.376,8 L/detik. Penambahan operating head sebesar 52,96 m meningkatkan tekanan jaringan sehingga pada jam puncak tekanan berada pada rentang 5,06–23,78 mH₂O dan memenuhi kriteria tekanan minimum pelayanan sebesar 5 mH₂O. Total RAB pembangunan Loop 1 sebesar Rp 24.246.300.000. Analisis ekonomi menunjukkan modal awal sebesar Rp 27.277.087.500 menghasilkan profit bersih sebesar Rp 7.362.739.773 per tahun, dengan Payback Period selama 5 tahun dan nilai BCR sebesar 2,8 sehingga pembangunan jaringan distribusi air bersih di Kecamatan Cipayung dinyatakan layak secara ekonomi.

Cipayung District, East Jakarta, still relies on groundwater as the primary source of clean water, which may contribute to land subsidence. Therefore, the development of a piped water distribution system is required to improve clean water services. This study aims to design a clean water distribution network for Cipayung District with a planning horizon of 2039, including water demand analysis, hydraulic network modeling, cost estimation, and economic feasibility analysis. Population projection was carried out using the arithmetic method, followed by calculations of domestic demand, non-domestic demand, water losses, maximum daily demand, and peak hour demand. The hydraulic model was developed using WaterGEMS under two scenarios: the existing pumping system and an optimized scenario by adding one inline booster pump and two Pressure Reducing Valves (PRV). Network performance was evaluated based on pressure, flow, velocity, and headloss. The construction cost estimate was prepared using the 2025–2026 Indonesian Standard Unit Price Analysis (AHSP), while the economic feasibility was evaluated using the Payback Period (PP) and Benefit Cost Ratio (BCR) methods. The results indicate that the maximum daily water demand in 2039 is 1.009,7 L/s, while the peak hour demand reaches 1.376,8 L/s. Increasing the operating head by 52.96 m improved the network pressure, resulting in a pressure range of 5.06–23.78 mH₂O during the peak hour, which satisfies the minimum service pressure requirement of 5 mH₂O. The estimated construction cost for Loop 1 is IDR 24.246.300.000. The economic analysis shows that an initial investment of IDR 27.277.087.500 generates a net annual profit of IDR 7.362.739.773, with a Payback Period of 5 years and a Benefit Cost Ratio (BCR) of 2.8. Therefore, the proposed clean water distribution network is economically feasible for implementation.
