Abstract

Kota Tangerang Selatan secara konsisten menghadapi tantangan bencana banjir denganfrekuensi dan kedalaman yang terus meningkat, khususnya di wilayah SubDAS Angke Pesanggrahan.Tingginya frekuensi genangan ini dipengaruhi oleh curah hujan dan topografi, yang diperburuk olehalih fungsi lahan menjadi kawasan permukiman padat. Upaya pengendalian banjir eksisting dinilaimasih bersifat reaktif dan belum didasarkan pada mitigasi preventif berbasis keruangan. Penelitianini bertujuan untuk memetakan tingkat kerawanan banjir serta mengevaluasi implikasinya terhadapinfrastruktur dan pemanfaatan ruang Rencana Detail Tata Ruang (RDTR) di SubDAS AngkePesanggrahan. Penelitian ini menggunakan pendekatan mixed-method. Variabel pembentuk banjir(curah hujan, jenis tanah, tutupan lahan, ketinggian, kelerengan, dan jarak ke sungai) dianalisismenggunakan Sistem Informasi Geografis. Pembobotan prioritas antar parameter dilakukanmenggunakan metode Analytical Hierarchy Process (AHP) berdasarkan penilaian dari pakar(stakeholders). Hasil sintesis AHP (CR = 0,087) menunjukkan bahwa curah hujan (0,47414), jarakke sungai (0,15599), dan penggunaan lahan (0,12320) merupakan faktor penentu utama kerawanan.Hasil pemodelan spasial menunjukkan wilayah studi didominasi oleh kelas Kerawanan Sedang seluas1.319,19 Ha, diikuti Kerawanan Tinggi seluas 341,20 Ha yang terkonsentrasi di koridor sempadansungai, serta Kerawanan Rendah seluas 229,81 Ha. Keterpaparan kerawanan terhadap fisik eksistingmenunjukkan 14.448 unit bangunan (22,08%) terpapar langsung oleh zona Kerawanan Tinggi. Disamping itu, hasil evaluasi pola ruang membuktikan adanya peruntukan Zona Budidaya, utamanyaKawasan Perumahan serta Perdagangan dan Jasa, seluas lebih dari 300 Ha yang bersinggunganlangsung dengan zona Kerawanan Tinggi. South Tangerang City consistently faces the challenge of flood disasters with increasingfrequency and depth, particularly in the Angke Pesanggrahan Sub-Watershed. The high frequency ofinundation is influenced by rainfall and topography, which is further exacerbated by land-useconversion into dense residential areas. Current flood control efforts are considered reactive and havenot been based on spatial-based preventive mitigation. This research aims to map flood susceptibilitylevels and evaluate their implications for infrastructure and spatial utilization of the Detailed SpatialPlan (RDTR) in the Angke Pesanggrahan Sub-Watershed. This study utilizes a mixed-methodapproach. Flood-forming variables (rainfall, soil type, land cover, elevation, slope, and distance tothe river) were analyzed using Geographic Information Systems. Priority weighting amongparameters was conducted using the Analytical Hierarchy Process (AHP) method based on expert(stakeholder) assessments. The AHP synthesis results (CR = 0.087) indicate that rainfall (0.47414),distance to the river (0.15599), and land use (0.12320) are the primary determinants of susceptibility.Spatial modeling results show that the study area is dominated by the Moderate Susceptibility classcovering 1,319.19 Ha, followed by High Susceptibility covering 341.20 Ha concentrated in the riverriparian corridor, and Low Susceptibility covering 229.81 Ha. The exposure analysis of existingphysical structures reveals that 14,448 building units (22.08%) are directly exposed to the HighSusceptibility zone. Furthermore, the spatial pattern evaluation proves the existence of CultivationZones, primarily Residential and Commercial/Services Areas, covering more than 300 Ha thatdirectly intersect with the High Susceptibility zone. Therefore, strict spatial utilization controlinterventions are recommended through the application of Zoning Regulation Techniques beforeBuilding Approvals are issued.
