Abstract

Kampung Tematik Tempe di Kecamatan Tenggilis Mejoyo merupakan sentra produksi tempe turun-temurun selama puluhan tahun dan sudah dikenal sejak tahun 1970-an. Kampung ini dikembangkan sebagai kampung unggulan di Kota Surabaya sejak tahun 2010 guna mendukung perputaran ekonomi daerah. Namun, aktivitas industri rumahan ini belum mampu menyeimbangkan pertumbuhan ekonomi dengan keberlanjutan lingkungan secara optimal karena masalah limbah dan sisa produk yang belum terkelola dengan baik. Akibatnya, limbah yang belum terkelola dengan baik memicu pencemaran udara dan air, padahal limbah hasil produksi tersebut memiliki potensi untuk diolah menjadi produk bernilai tambah Oleh karena itu, penelitian ini bertujuan untuk merumuskan prioritas strategi guna mendukung penerapan konsep ekonomi sirkular di wilayah tersebut. Penelitian ini menggunakan pendekatan rasionalistik dengan metode mixed methods, yakni kualitatif dan kuantitatif. Pengumpulan data dilakukan melalui wawancara mendalam (in-depth interview), observasi, serta kuesioner kuantitatif (IFE dan EFE, serta QSPM) untuk menjawab tiga sasaran penelitian. Sasaran pertama mengidentifikasi karakteristik penerapan ekonomi sirkular berdasarkan prinsip 5R (reduce, reuse, recycle, refurbish, renew) menggunakan teknik content analysis, menunjukkan Kampung Tematik Tempe di Kecamatan Tenggilis Mejoyo telah memiliki seluruh penerapan prinsip 5R, meski implementasinya masih ditemui sejumlah permasalahan. Sasaran kedua mengidentifikasi 11 faktor internal dan 11 faktor eksternal yang memengaruhi penerapan ekonomi sirkular melalui analisis lingkungan internal-eksternal, menghasilkan skor matriks IFE sebesar 2,727 dan EFE sebesar 3,355 yang menempatkan kawasan pada Kuadran II (Grow and Build) dalam matriks IE. Selanjutnya, hasil tersebut digunakan pada sasaran ketiga untuk merumuskan prioritas strategi menggunakan analisis SWOT dan QSPM. Hasil penelitian didapatkan 10 alternatif strategi dengan 6 prioritas strategi berfokus pada pengadaan peralatan produksi boiler dengan sistem uap (agar air baku dan limbah cair yang dihasilkan lebih sedikit), pengadaan peralatan pengolahan limbah (biogas dan mesin penghalus kulit ari kedelai), pelatihan pengolahan limbah secara berkelanjutan, reaktivasi sistem Bank Sampah, dan pembangunan IPLT komunal oleh pemerintah (melalui pendanaan APBD dan CSR) serta dikelola oleh kelompok masyarakat setempat.

Kampung Tematik Tempe in Tenggilis Mejoyo Subdistrict has served as a hereditary tempe production center for decades and has been recognized since the 1970s, and since 2010 it has been developed as a flagship kampung in Surabaya City to support the local economy. However, this home-industry activity has not yet been able to optimally balance economic growth with environmental sustainability, owing to poorly managed waste and production residues, which contribute to air and water pollution despite their potential for conversion into value-added products. Therefore, this study aims to formulate priority strategies to support the implementation of the circular economy concept in the area. The study employs a rationalistic approach with a mixed-methods design, combining qualitative and quantitative methods. Data were collected through in-depth interviews, observation, and quantitative questionnaires (IFE, EFE, and QSPM) to address three research objectives. The first objective identifies the characteristics of circular economy implementation based on the 5R principles (reduce, reuse, recycle, refurbish, and renew) using content analysis, revealing that Kampung Tematik Tempe in Tenggilis Mejoyo has implemented all five principles, although several issues remain in their execution. The second objective identifies 11 internal and 11 external factors influencing circular economy implementation through internal-external environmental analysis, yielding an IFE matrix score of 2.727 and an EFE matrix score of 3.355, which position the area in Quadrant II (Grow and Build) of the IE matrix. These results are subsequently used to address the third objective, namely formulating priority strategies through SWOT and QSPM analysis. The findings identify 10 alternative strategies, of which 6 priority strategies focus on: procuring steam-system boiler production equipment (to reduce raw water consumption and liquid waste generation), procuring waste-processing equipment (biogas units and soybean hull-grinding machines), conducting sustainable waste-management training, reactivating the Waste Bank (Bank Sampah) system, and constructing a communal sewage treatment facility (IPLT) funded by the government through regional budget allocation (APBD) and corporate social responsibility (CSR) programs, to be managed by local community groups.
