Abstract

Dalam pelaksanaan proyek konstruksi sering kali terjadi penyimpangan terhadap biaya dan waktu. Diperlukan manajemen yang baik agar pengendalian dalam proyek tersebut dapat berjalan sesuai dengan rencana. Metode pengendalian yang dapat dilakukan yaitu dengan menggunakan Earned Value. Metode ini dapat mengetahui keterlambatan proyek serta memprediksi besarnya biaya yang dibutuhkan untuk menyelesaikan seluruh pekerjaan. Pada Proyek Revitalisasi Dermaga Gospier Surabaya ditemukan adanya keterlambatan pelaksanaan pekerjaan akibat reruntuhan jetty eksisting di dasar laut yang menghambat proses pemancangan dan memerlukan pelaksanaan test pile. Kondisi tersebut menyebabkan diperlukan pengendalian biaya dan waktu proyek secara terintegrasi sehingga metode Earned Value Management (EVM) dipilih karena mampu mengevaluasi kinerja biaya dan waktu serta memprediksi estimasi penyelesaian proyek. Objek penelitian ini berfokus pada Proyek Revitalisasi Dermaga Gospier Surabaya. Penelitian dilakukan dengan menganalisis kinerja proyek menggunakan indikator Actual Cost (AC), Earned Value (EV), dan Planned Value (PV) untuk memperoleh nilai Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), Schedule Performance Index (SPI), Estimate To Completion (ETC), Estimate At Completion (EAC), Estimate Completion Date (ECD), Estimate To Schedule (ETS), dan Estimate At Schedule (EAS). Hasil analisis menunjukkan bahwa pada awal pelaksanaan proyek terjadi penyimpangan biaya dan keterlambatan jadwal yang ditunjukkan oleh nilai CV sebesar -Rp7.314.702.847,00, SV sebesar -Rp21.526.626.800,00, CPI sebesar 0,328, dan SPI sebesar 0,142 pada bulan ke-1. Pada akhir periode pengamatan, proyek masih mengalami keterlambatan dengan nilai SV sebesar -Rp23.920.527.200,00 dan SPI sebesar 0,870 pada bulan ke-12. Berdasarkan hasil estimasi menggunakan metode Earned Value, diperoleh nilai Estimate At Completion (EAC) sebesar Rp521.027.252.421,76, lebih rendah dibandingkan anggaran rencana sebesar Rp577.400.000.000,00 sehingga proyek diperkirakan memperoleh penghematan biaya sebesar Rp56.372.747.578,24. Sementara itu, nilai Estimate At Schedule (EAS) menunjukkan bahwa proyek diperkirakan selesai dalam waktu 22 bulan atau mengalami keterlambatan selama 1 bulan dari jadwal rencana. Dengan demikian, metode Earned Value mampu memberikan informasi mengenai kinerja biaya dan waktu proyek serta menghasilkan estimasi biaya dan waktu penyelesaian yang dapat digunakan sebagai dasar pengambilan keputusan dalam pengendalian proyek.

Cost and schedule deviations frequently occur during the implementation of construction projects. Therefore, effective project management is required to ensure that project control is carried out according to the planned objectives. One of the project control methods that can be applied is the Earned Value Method (EVM). This method can identify project delays and estimate the total cost required to complete the remaining work. The Gospier Pier Revitalization Project in Surabaya experienced execution delays caused by existing jetty debris on the seabed; this debris obstructed the pile-driving process and necessitated additional test piling. Given the need for integrated cost and schedule control, the Earned Value Management (EVM) method was selected for its ability to evaluate cost and schedule performance and forecast project completion estimates. This study focuses on the Revitalization of Gospier Pier Project in Surabaya. Project performance was analyzed using the indicators of Actual Cost (AC), Earned Value (EV), and Planned Value (PV) to determine the values of Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), Schedule Performance Index (SPI), Estimate to Completion (ETC), Estimate at Completion (EAC), Estimated Completion Date (ECD), Estimate to Schedule (ETS), and Estimate at Schedule (EAS). The results indicate that, at the beginning of the project, cost overruns and schedule delays occurred, as reflected by a Cost Variance (CV) of -IDR 7,314,702,847.00, a Schedule Variance (SV) of -IDR 21,526,626,800.00, a Cost Performance Index (CPI) of 0.328, and a Schedule Performance Index (SPI) of 0.142 in the first month. At the end of the observation period, the project was still behind schedule, with an SV of -IDR 23,920,527,200.00 and an SPI of 0.870 in the twelfth month. Furthermore, the Earned Value analysis estimated an Estimate at Completion (EAC) of IDR 521,027,252,421.76, which is lower than the planned budget of IDR 577,400,000,000.00, indicating an estimated cost saving of IDR 56,372,747,578.24. Meanwhile, the Estimate at Schedule (EAS) predicts that the project will be completed within 22 months, representing a delay of one month compared with the original schedule. Therefore, the Earned Value Method proved to be an effective tool for evaluating project cost and schedule performance while providing reliable estimates of the project's final cost and completion time to support project control and decision-making.
