Abstract

Pengembangan Area Pengembangan II Pelabuhan Benoa sebagai bagian dari program Bali Maritime Tourism Hub (BMTH) menyebabkan relokasi terminal LNG dan curah cair dari Benoa Selatan ke area baru dengan fasilitas dan pola operasi yang berbeda. Perubahan ini perlu dikaji karena terminal tersebut berperan penting dalam mendukung pasokan energi listrik, bahan bakar minyak, serta kebutuhan logistik di Provinsi Bali yang terus meningkat seiring pertumbuhan penduduk. Penelitian ini bertujuan untuk menganalisis perubahan pola operasi terminal LNG dan curah cair pasca relokasi, mengevaluasi kinerja operasional, serta meninjau dampak terhadap biaya di pelabuhan setelah pengembangan. Metode yang digunakan adalah simulasi diskrit dengan memodelkan proses operasional pelabuhan mulai dari kedatangan kapal, antrean, bongkar muat, hingga keberangkatan kapal. Model dibangun berdasarkan data historis kedatangan kapal, ukuran kapal, arus bongkar muatan, dan fasilitas terminal. Validasi dilakukan menggunakan confidence interval. Hasil simulasi selama lima tahun operasional (2026-2030) menunjukkan throughtput LNG sebesar 6,14 juta ton dengan 635 shipcall, BBM sebesar 5,54 juta ton dengan 1.093 shipcall, dan non-BBM sebesar 227,95 ribu ton dengan 95 shipcall. Antrean terbesar terjadi pada kapal BBM dengan rata-rata waktu tunggu 52,44 jam. Penelitian ini menunjukkan bahwa terminal mampu mendukung kebutuhan pelayanan LNG dan curah cair, namun diperlukan pengelolaan lebih baik pada terminal BBM untuk mengurangi antrean kapal dan meningkatkan efisiensi operasional.

The development of Area II at Benoa Port as part of the Bali Maritime Tourism Hub (BMTH) program requires the relocation of LNG and liquid bulk terminals from South Benoa to a new operational area with different facilities and operational characteristics. This transformation needs to be evaluated because the terminals play a critical role in supporting electricity generation, fuel supply, and logistics demand in Bali. This study aims to analyze the post-relocation operational pattern of LNG and liquid bulk terminals, evaluate operational performance, and assess the economic performance of the terminal after development. A discrete-event simulation model was developed to represent port operations from vessel arrival, queuing, berthing, cargo handling, and vessel departure. The model was constructed using historical vessel arrival data, vessel characteristics, cargo throughput projections, and terminal facilities. Model validation was performed using the Confidence Interval method. The simulation results for a five-year operational period indicate an LNG throughput of 6,139,755 tons with 635 ship calls, a fuel cargo throughput of 5,541,570.45 tons with 1,093 ship calls, and a non-fuel liquid bulk throughput of 227,952.42 tons with 95 ship calls. The highest congestion occurred at the fuel terminal, where vessels experienced an average waiting time of 52.44 hours. The results indicate that Area II is capable of accommodating future LNG and liquid bulk transportation demand at Benoa Port. However, improvements in fuel terminal service capacity are required to reduce vessel queuing and enhance overall operational efficiency.
