Abstract
Industri pertambangan batubara di Indonesia berperan penting dalam mendukung pembangunan nasional. Meskipun produksi batubara mengalami fluktuasi selama periode 2000–2019, tren produksinya terus meningkat. Namun, kegiatan operasional pertambangan menghadapi ketidakpastian akibat fluktuasi harga batubara, biaya operasional, serta meningkatnya tuntutan terhadap keberlanjutan. Kondisi ini menjadi tantangan bagi kontraktor pertambangan dalam menjaga keseimbangan antara kinerja ekonomi, lingkungan, dan sosial. Penelitian ini bertujuan mengembangkan model keberlanjutan kontraktor pertambangan batubara melalui optimasi aspek ekonomi, evaluasi aspek lingkungan dan sosial, identifikasi strategi perbaikan, serta penyusunan model matematis untuk mengukur tingkat keberlanjutan. Penelitian menggunakan pendekatan multi metode, yaitu Mixed Integer Linear Programming (MILP) untuk optimasi ekonomi, metode Weight Matrix untuk evaluasi lingkungan, Multivariate Logarithmic Regression Analysis (MLRA) untuk pengembangan model perbaikan keberlanjutan, serta Analytical Hierarchy Process (AHP) untuk menentukan bobot indikator keberlanjutan. Bobot AHP selanjutnya diintegrasikan ke dalam model matematis Indeks Sustainability Kontraktor (ISK) menggunakan pendekatan penjumlahan berbobot. Hasil penelitian menunjukkan bahwa model optimasi penambangan dapat menentukan periode yang menghasilkan keuntungan ekonomi tertinggi. Evaluasi keberlanjutan mengindikasikan bahwa proyek belum memenuhi kriteria keberlanjutan pada aspek lingkungan dan sosial, dengan getaran tanah sebagai faktor yang paling berpengaruh. Model perbaikan dikembangkan melalui prediksi getaran tanah berdasarkan parameter operasional peledakan dengan menentukan jumlah maksimum bahan peledak per delay. Model ISK menunjukkan bahwa aspek ekonomi, khususnya profitabilitas, menjadi faktor dominan dalam penilaian keberlanjutan, sedangkan aspek sosial didominasi hubungan masyarakat dan aspek lingkungan oleh efisiensi energi. The Indonesian coal mining industry plays a significant role in supporting national development. Although coal production fluctuated during the period from 2000 to 2019, its overall production trend continued to increase. However, mining operations are subject to considerable uncertainty due to fluctuations in coal prices, operating costs, and increasing sustainability demands. These conditions present significant challenges for mining contractors in maintaining a balance among economic, environmental, and social performance. This study aims to develop a sustainability model for coal mining contractors through economic optimization, environmental and social sustainability assessment, identification of improvement strategies, and the development of a mathematical model to measure sustainability performance. A multi-method approach was employed, consisting of Mixed Integer Linear Programming (MILP) for economic optimization, the Weight Matrix method for environmental assessment, Multivariate Logarithmic Regression Analysis (MLRA) for developing sustainability improvement models, and the Analytical Hierarchy Process (AHP) for determining the weights of sustainability indicators. The AHP-derived weights were subsequently integrated into a mathematical Contractor Sustainability Index (CSI) model using a weighted summation approach. The results demonstrate that the proposed mining optimization model is capable of determining the mining period that yields the highest economic profit. The sustainability assessment indicates that the project does not satisfy the environmental and social sustainability criteria, with ground vibration identified as the most influential factor. An improvement model was developed by predicting ground vibration based on blasting operational parameters through the determination of the maximum explosive charge per delay. The proposed CSI model reveals that the economic aspect, particularly profitability, is the dominant factor in sustainability assessment, while community relations and energy efficiency are the most influential indicators within the social and environmental dimensions, respectively. This study proposes an integrated mathematical model that provides a decision-support framework for enhancing the sustainability performance of coal mining contractors.
