Abstract

Sebagai komoditas gas cair yang diperdagangkan terbesar ketiga secara global, amonia diklasifikasikan sebagai bahan berbahaya, beracun, dan merusak lingkungan (Hazardous and Noxious Substances / HNS), dengan potensi tinggi terlibat dalam insiden maritim. Penelitian ini melakukan penilaian risiko kebakaran, ledakan, dan dispersi beracun pada operasi pemuatan kargo amonia di dermaga menggunakan pendekatan Quantitative Risk Assessment (QRA). Identifikasi deviasi proses dan sumber bahaya dilakukan menggunakan Hazard and Operability Study (HAZOP). Potensi skenario penyebab kegagalan sistem akan dievaluasi menggunakan Fault Tree Analysis (FTA), sedangkan potensi rangkaian peristiwa insiden akibat kegagalan mekanisme fungsi pengaman sistem akan dianalisis menggunakan Event Tree Analysis (ETA). Data frekuensi skenario bahaya untuk analisis risiko dengan FTA dan ETA akan mengacu pada publikasi International Association of Oil & Gas Producers (IOGP). Analisis bahaya proses dan pemodelan konsekuensi selanjutnya akan dilakukan menggunakan perangkat lunak DNV PHAST. Pengendalian dan kontrol risiko akan dianalisis lebih lanjut menggunakan pendekatan Layers of Protection Analysis (LOPA).

As the third largest globally traded liquefied gas commodity, ammonia is classified as Hazardous and Noxious Substances (HNS), with a high potential for involvement in maritime incidents. This study performs a risk assessment of fire, explosion, and toxic dispersion in ammonia cargo loading operations at the jetty using a Quantitative Risk Assessment (QRA) approach. Identification of process deviations and hazard sources is carried out using a Hazard and Operability Study (HAZOP). Potential scenarios leading to system failure will be evaluated using Fault Tree Analysis (FTA), while the potential sequences of incident events resulting from the failure of the system's safety function mechanisms will be analyzed using Event Tree Analysis (ETA). Hazard scenario frequency data for risk analysis with FTA and ETA will refer to publications of the International Association of Oil & Gas Producers (IOGP). Process hazard analysis and consequence modeling will subsequently be carried out using DNV PHAST software. Risk control and mitigation will be further analyzed using the Layers of Protection Analysis (LOPA) approach.
