Abstract
Bendungan Karangnongko yang berada pada Sungai Bengawan Solo memiliki peran strategis dalam pengelolaan sumber daya air, namun di sisi lain menyimpan potensi risiko tinggi apabila terjadi kegagalan struktur bendungan. Risiko tersebut mencakup kemungkinan terjadinya banjir akibat skenario keruntuhan bendungan yang dapat berdampak signifikan terhadap wilayah hilir. Proyek akhir ini bertujuan untuk menganalisis peta risiko banjir akibat keruntuhan Bendungan Karangnongko melalui pendekatan pemodelan hidraulika berbasis skenario dam break. Metode yang digunakan adalah simulasi hidraulika menggunakan perangkat lunak HEC-RAS dengan dua skenario utama, yaitu overtopping dan piping sebagai mekanisme kegagalan bendungan. Hasil simulasi menghasilkan parameter utama berupa tinggi genangan banjir, waktu tiba banjir (arrival time), serta sebaran dampak banjir hingga ke wilayah hilir berdasarkan jarak dari lokasi bendungan. Seluruh hasil pemodelan kemudian diolah untuk menghasilkan peta genangan dan peta risiko banjir yang mengklasifikasikan tingkat bahaya pada wilayah terdampak. Hasil proyek akhir menunjukkan bahwa skenario keruntuhan bendungan menghasilkan variasi tingkat genangan dan waktu kedatangan banjir yang berbeda pada setiap wilayah hilir, sehingga menunjukkan perbedaan tingkat kerentanan antar kecamatan terdampak. Wilayah yang berada lebih dekat dengan bendungan cenderung mengalami kedalaman genangan yang lebih tinggi serta waktu tiba banjir yang lebih cepat, sedangkan wilayah yang lebih jauh menunjukkan penurunan intensitas dampak. Berdasarkan hasil tersebut, peta risiko banjir berhasil disusun sebagai representasi spasial tingkat bahaya banjir akibat keruntuhan bendungan. Proyek akhir ini diharapkan dapat menjadi dasar dalam perencanaan mitigasi bencana, khususnya dalam pengembangan kebijakan pengurangan risiko banjir dan peningkatan kesiapsiagaan masyarakat di wilayah hilir Bendungan Karangnongko.

Karangnongko Dam, located on the Bengawan Solo River, plays a strategic role in water resource management. However, it also poses a high potential risk in the event of structural failure. This risk includes the possibility of flooding caused by dam-break scenarios, which may significantly affect downstream areas. This final project aims to analyze flood risk maps resulting from the failure of Karangnongko Dam through a hydraulic modeling approach based on dam-break scenarios. The method employed in this study was hydraulic simulation using HEC-RAS software with two primary failure scenarios, namely overtopping and piping. The simulation produced key parameters, including flood inundation depth, flood arrival time, and the spatial distribution of flood impacts in downstream areas based on their distance from the dam location. All modeling results were then processed to produce inundation maps and flood risk maps that classify hazard levels in the affected areas. The results of this final project indicate that dam-break scenarios generate varying inundation depths and flood arrival times across downstream areas. These variations demonstrate differences in vulnerability among the affected subdistricts. Areas located closer to the dam tend to experience greater inundation depths and faster flood arrival times, while areas located farther away show a decrease in impact intensity. Based on these findings, flood risk maps were successfully developed as spatial representations of flood hazard levels resulting from dam failure. This final project is expected to serve as a basis for disaster mitigation planning, particularly in developing flood risk reduction policies and improving community preparedness in the downstream area of Karangnongko Dam.
