Abstract

Geografi Indonesia yang terfragmentasi dan meningkatnya kebutuhan energi menempatkan Small-scale LNG Carrier sebagai infrastruktur strategis untuk memasok LNG ke pembangkit listrik di wilayah terpencil sekaligus mendukung ketahanan energi nasional. Namun, galangan kapal domestik, khususnya di Batam, masih memiliki keterbatasan kapabilitas dalam membangun kapal LNG, serta belum tersedia kerangka evaluasi yang terintegrasi untuk menilai kesiapan galangan. Penelitian ini bertujuan mengembangkan kerangka Multi-Criteria Decision Making (MCDM) untuk mengevaluasi kelayakan galangan kapal di Batam dalam membangun Small-scale LNG Carrier berkapasitas 20.000 CBM dengan Independent Type-C Cargo Tank. Kerangka yang diusulkan mengintegrasikan PWBS, THIO, AHP, dan TOPSIS, sedangkan analisis sensitivitas digunakan untuk menguji kestabilan hasil pemeringkatan. Hasil penelitian menunjukkan bahwa kerangka yang dikembangkan mampu melakukan penyaringan, mengevaluasi kapabilitas, dan menghasilkan pemeringkatan galangan kapal secara objektif dan sistematis berdasarkan kebutuhan pembangunan kapal LNG. Aspek Technoware diidentifikasi sebagai faktor yang paling berpengaruh terhadap kesiapan galangan, sedangkan analisis sensitivitas menunjukkan bahwa model yang diusulkan memiliki tingkat kestabilan yang tinggi terhadap perubahan bobot kriteria. Penelitian ini menyediakan kerangka pendukung keputusan yang praktis untuk pemilihan galangan kapal serta berkontribusi terhadap penguatan kapabilitas industri galangan nasional dalam mendukung pembangunan Small-scale LNG Carrier dan transisi energi Indonesia.

Indonesia's fragmented geography and growing energy demand position Small-scale LNG Carriers as strategic infrastructure for supplying LNG to power plants in remote regions while strengthening national energy security. However, domestic shipyards, particularly those in Batam, still have limited capability in constructing LNG carriers, and an integrated framework for evaluating shipyard readiness is not yet available. This study aims to develop a Multi-Criteria Decision Making (MCDM) framework to assess the feasibility of Batam shipyards for constructing a 20,000 CBM Small-scale LNG Carrier equipped with an Independent Type-C Cargo Tank. The proposed framework integrates the Product-oriented Work Breakdown Structure (PWBS), Technoware, Humanware, Infoware, and Orgaware (THIO), the Analytic Hierarchy Process (AHP), and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), while sensitivity analysis is employed to examine the robustness of the ranking results. The results demonstrate that the proposed framework is capable of systematically screening, evaluating, and ranking shipyards based on the technical and organizational requirements for LNG carrier construction. Technoware is identified as the most influential factor affecting shipyard readiness, while the sensitivity analysis confirms that the proposed model produces stable rankings under variations in criteria weights. This study provides a practical decision-support framework for shipyard selection and contributes to strengthening the capability of Indonesia's shipbuilding industry in supporting Small-scale LNG Carrier construction and the country's energy transition.
