Abstract
Indonesia masih bergantung pada impor garam industri karena produksi dalam negeri belum mampu memenuhi kebutuhan industri klor-alkali dari segi kualitas maupun kuantitas. Di sisi lain, limbah brine yang dihasilkan PLTU memiliki kandungan NaCl yang berpotensi dimanfaatkan sebagai bahan baku garam industri. Namun, lokasi sumber brine dan industri pengguna yang tersebar di berbagai wilayah memerlukan sistem distribusi yang efisien agar biaya logistik dapat diminimalkan. Penelitian ini bertujuan menganalisis potensi pemanfaatan limbah brine PLTU sebagai bahan baku garam industri serta merancang model distribusinya menuju industri klor-alkali. Penentuan lokasi Unit Pengolahan Brine (UPB) dilakukan menggunakan metode K-Medoids, sedangkan optimasi alokasi distribusi menggunakan Integer Linear Programming (ILP) dan penentuan rute pengiriman menggunakan Vehicle Routing Problem (VRP) dengan mempertimbangkan biaya investasi, penyimpanan, transportasi darat, dan transportasi laut. Hasil penelitian menunjukkan bahwa model yang dikembangkan mampu menghasilkan jaringan distribusi yang lebih efisien dibandingkan kondisi eksisting. Berdasarkan hasil optimasi, Skenario II merupakan alternatif terbaik dengan harga jual sebesar Rp884.902/ton, biaya pengiriman sebesar Rp267.112,54/ton, serta landed cost berkisar antara Rp927.539,00–Rp1.284.857,11/ton. Hasil tersebut menunjukkan bahwa pemanfaatan limbah brine PLTU berpotensi menjadi alternatif sumber pasokan garam industri dalam negeri sekaligus mendukung upaya pengurangan ketergantungan terhadap impor garam industri.

Indonesia still relies on imported industrial salt because domestic production has not been able to meet the quality and quantity requirements of the chlor-alkali industry. Meanwhile, brine waste generated by PLTUs contains sodium chloride (NaCl), making it a potential alternative raw material for industrial salt production. However, the wide geographical distribution of brine sources and industrial consumers requires an efficient distribution system to minimize logistics costs. This study aims to analyze the potential utilization of brine waste from steam power plants as a raw material for industrial salt production and to develop its distribution model for the chlor-alkali industry. The locations of the Brine Processing Units were determined using the K-Medoids method, while the distribution allocation was optimized using Integer Linear Programming (ILP). The delivery routes were then determined using the Vehicle Routing Problem (VRP) by considering investment, inventory, inland transportation, and maritime transportation costs. The results show that the proposed model provides a more efficient distribution network than the existing system. Based on the optimization results, Scenario II is the best alternative, with a selling price of IDR 884,902 per ton, a transportation cost of IDR 267,112.54 per ton, and a landed cost ranging from IDR 927,539.00 to IDR 1,284,857.11 per ton. These findings indicate that the utilization of brine waste from steam power plants has the potential to become an alternative source of domestic industrial salt while supporting efforts to reduce Indonesia's dependence on imported industrial salt.
