Abstract

Transisi energi dari ketergantungan pada bahan bakar fosil menuju sumber energi terbarukan merupakan langkah krusial untuk menekan emisi gas rumah kaca dan mengatasi perubahan iklim global. Di Indonesia, Kabupaten Sumba Timur menjadi salah satu wilayah strategis untuk pengembangan energi bersih. Meskipun memiliki potensi iradiasi matahari yang sangat besar dan didukung oleh program Sumba Iconic Island, kabupaten ini masih menghadapi tantangan berupa rasio elektrifikasi yang relatif rendah serta ketergantungan yang tinggi terhadap pembangkit listrik bertenaga diesel. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi dan memetakan lokasi potensial yang paling optimal untuk pembangunan Pembangkit Listrik Tenaga Surya (PLTS) berskala utilitas di Kabupaten Sumba Timur. Penelitian ini menggunakan pendekatan campuran (mixed-method) yang mengintegrasikan Spatial Multi-Criteria Decision Analysis (SMCA) berbasis Sistem Informasi Geografis (SIG). Proses penentuan kriteria dilakukan melalui metode Delphi dengan melibatkan pakar dari kementerian dan instansi terkait kelistrikan untuk memvalidasi sepuluh sub-variabel kesesuaian. Selanjutnya, metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan bobot pengaruh masing-masing kriteria. Evaluasi kesesuaian lahan secara spasial dilakukan menggunakan teknik Weighted Linear Combination (WLC) yang dikombinasikan dengan logika Boolean untuk mengeleminasi area-area terlarang atau restriktif seperti kawasan hutan, badan air, lahan sawah, dan sempadan infrastruktur vital. Berdasarkan hasil analisis AHP, kriteria Klimatologi merupakan faktor yang paling dominan dengan bobot 0,535, di mana sub-variabel Global Horizontal Irradiance (GHI) memiliki tingkat pengaruh paling besar. Kriteria selanjutnya secara berurutan adalah Kerentanan Bencana (0,192), Topografi (0,187), dan Aksesibilitas (0,085). Analisis spasial menunjukkan bahwa wilayah dengan tingkat kesesuaian tertinggi terkonsentrasi di kawasan pesisir utara Kabupaten Sumba Timur, dengan potensi paling optimal berada di wilayah Desa Hambapraing. Sebagai hasil akhir, penelitian ini merekomendasikan tiga kandidat lokasi definitif yang telah lolos kriteria batasan lahan minimum 10 Hektar dan terbebas dari area terlarang. Ketiga lokasi tersebut meliputi Lokasi Prioritas seluas 208,293 Ha, Lokasi Alternatif 1 seluas 673,121 Ha, dan Lokasi Alternatif 2 dengan luas 779,387 Ha

The energy transition from reliance on fossil fuels to renewable energy sources is a crucial step in reducing greenhouse gas emissions and tackling global climate change. In Indonesia, East Sumba Regency emerges as a strategic region for clean energy development. Despite possessing massive solar irradiance potential and being supported by the Sumba Iconic Island program, the regency still faces significant challenges, including a relatively low electrification ratio and a high dependence on diesel power plants. Therefore, this study aims to identify and map the most optimal potential locations for the development of utility-scale Solar Power Plants (PLTS) in East Sumba Regency. This study employs a mixed-method approach that integrates Geographic Information System (GIS)-based Spatial Multi-Criteria Decision Analysis (SMCA). The criteria determination process was conducted through the Delphi method, involving experts from relevant ministries and electricity institutions to validate ten suitability sub-variables. Subsequently, the Analytical Hierarchy Process (AHP) method was utilized to determine the relative weight of each criterion. Spatial land suitability evaluation was performed using the Weighted Linear Combination (WLC) technique combined with Boolean logic to eliminate restricted areas such as protected forests, water bodies, paddy fields, and vital infrastructure setbacks. Based on the AHP analysis results, Climatology is the most dominant criterion with a weight of 0.535, where the Global Horizontal Irradiance (GHI) sub-variable exerts the greatest influence. The subsequent criteria, in order of importance, are Disaster Vulnerability (0.192), Topography (0.187), and Accessibility (0.085). The spatial analysis reveals that areas with the highest suitability levels are primarily concentrated along the northern coastal region of East Sumba Regency, with the greatest potential located in Hambapraing Village. Ultimately, this research recommends three definitive candidate locations that have successfully passed the minimum land area constraint of 10 Hectares and are entirely clear of restricted zones. These three recommended locations consist of a Priority Location covering 208.293 Hectares, Alternative Location 1 spanning 673.121 Hectares, and Alternative Location 2 encompassing 779.387 Hectares.
