Abstract

Perdagangan global dengan moda transportasi laut masih menjadi pilihan dominan dan diproyeksikan akan terus bertumbuh selama beberapa tahun ke depan. Sebagai negara maritim, hal ini menjadi peluang bagi Indonesia untuk dapat ikut berkontribusi lebih dalam perdagangan global. Meskipun demikian, hal tersebut juga menjadi tantangan lebih bagi Indonesia mengingat masih banyaknya kapal berumur lanjut yang masih beroperasi di wilayah Indonesia. Pertambahan umur operasional kapal menyebabkan terjadinya akumulasi degradasi struktur akibat korosi yang berdampak pada penurunan ketebalan pelat serta berkurangnya margin keselamatan konstruksi. Di sisi lain, regulasi International Maritime Organization (IMO) menuntut pengurangan emisi gas rumah kaca melalui penerapan Carbon Intensity Indicator (CII), yang membatasi tingkat intensitas emisi karbon kapal selama beroperasi. Kedua aspek tersebut berperan penting dalam menentukan batas kelayakan operasional kapal, khususnya pada kapal tanker berumur tua. Penelitian ini bertujuan untuk menentukan batas umur operasional kapal MT. Pegaden melalui evaluasi keselamatan konstruksi dan performa emisi, serta memberikan sebuah rekomendasi alternatif operasional berdasarkan integrasi kedua evaluasi tersebut. Aspek keselamatan ditinjau berdasarkan perbandingan antara ketebalan pelat eksisting hasil thickness measurement dan ketebalan minimum sesuai standar klasifikasi untuk memperoleh sisa corrosion allowance serta estimasi sisa umur struktur berdasarkan laju korosi. Aspek emisi dianalisis melalui perhitungan nilai CII kapal yang didasarkan pada konsumsi bahan bakar main engine, jarak pelayaran tahunan, dan kapasitas angkut kapal (Deadweight Tonnage), sesuai pedoman IMO. Hasil kedua evaluasi tersebut kemudian diintegrasikan menggunakan metode Analytic Hierarchy Process (AHP) untuk menentukan alternatif operasional kapal. Hasil analisis menunjukkan bahwa pada kapal MT. Pegaden terdapat 5% pelat bottom plate shell yang memiliki sisa umur hingga tahun 2026 dan 20% pelat bottom plate shell yang memiliki sisa umur hingga tahun 2028. Dari sisi penilaian CII, ditemukan bahwa kapal MT. Pegaden mendapatkan rating C dengan skor 13.12 untuk periode operasional tahun 2025 dan akan mulai memasuki wilayah skor D pada tahun 2026, serta batasan rating D selama tiga tahun berturut-turut akan tercapai pada tahun 2028. Berdasarkan hasil integrasi penilaian terhadap kedua parameter tersebut, alternatif operasional yang direkomendasikan adalah Operasi Terbatas STS.

Global trade via sea transportation remains the dominant mode of transportation and is projected to continue growing over the next few years. As a maritime nation, this presents an opportunity for Indonesia to further its contribution in global trade. However, it also presents a greater challenge for Indonesia, given the large number of ageing vessels that still operates in Indonesian waters. The increase of operational age of vessels leads to accumulated structural degradation due to corrosion, which results in reduced plate thickness and a reduced construction safety margin. On the other hand, the International Maritime Organization (IMO) has introduced regulations to reduce greenhouse gas emissions through the implementation of the Carbon Intensity Indicator (CII), which limits the carbon emission intensity of ships during operation. These two aspects play a significant role in determining the operational life limit of ships, particularly ageing tankers. This study aims to determine the operational limits of MT. Pegaden through an evaluation of its construction safety and emissions performance, and to provide recommendations for operational alternatives based on the integration of these two evaluations. Safety aspects were reviewed based on a comparison between the existing plate thickness and the minimum thickness according to classification standards to obtain the remaining corrosion allowance and an estimate of the remaining structural life based on the corrosion rate. Emission aspects were analyzed by calculating the ship's CII value, based on main engine fuel consumption, annual sailing distance, and deadweight tonnage, in accordance with IMO guidelines. The results of these two evaluations were then integrated using the Analytic Hierarchy Process (AHP) method to determine the ship's operational alternatives. The analysis showed that on MT. Pegaden, 5% of the bottom shell plating had a remaining service life until 2026, and 20% of the bottom shell plating had a remaining service life until 2028. From the CII assessment, MT. Pegaden received a C rating with a score of 13.12 for the 2025 operational period and will begin to enter the D rating range in 2026. The D rating limit for three consecutive years will be reached in 2028. Based on the integrated assessment of these two parameters, the recommended operational alternative is STS Limited Operation.
