Abstract

Penelitian ini memodelkan kapasitas alur pelayaran Sungai Siak, khususnya Pelabuhan Perawang, untuk menganalisis risiko antrean akibat tingginya volume kunjungan kapal berukuran besar (mencapai 402 kunjungan dengan rata-rata Length Overall 105 meter). Tujuan penelitian ini adalah memetakan titik kepadatan dan mengevaluasi dampak operasional pelabuhan melalui skenario peningkatan kunjungan kapal. Menggunakan metode simulasi diskrit, ketahanan sistem diuji melalui skenario pembebanan (stress-test) dengan peningkatan kedatangan kapal sebesar 5%, 10%, 15%, dan 20%. Hasil simulasi menunjukkan bahwa kapasitas Sungai Siak masih sangat mumpuni, dibuktikan dengan Indeks Level of Service (LoS) yang berstatus Excellent. Kepadatan lalu lintas kapal disebabkan oleh lambatnya proses bongkar muat armada tongkang, dengan titik kritis terparah berada di Terminal Untuk Kepentingan Sendiri (TUKS) BCIKPP. Pada skenario peningkatan 20%, penumpukan antrean mencapai 120 hingga 123 kapal dalam satu waktu sehingga fasilitas pelabuhan ini mengalami kejenuhan dengan meningkatnya Berth Occupancy Ratio (BOR) hingga 93%, hal ini berdampak kepada pelabuhan disekitarnya khususnya pelabuhan TPK Perawang. Pada skenario peningkatan 100% juga dilakukan untuk mengetahui batasan pengembangan pelabuhan pada Sungai Siak, peningkatan skenario 100% kedatangan kapal dilakukan di semua untuk mencari batas maksimum shipcall. Pada skenario tersebut LoS status lancar sampai dengan 171 kapal (Excellent), ramai lancar sampa dengan 339 kapal (Good), status ramai sampai dengan 575 kapal (Fair), dan berstatus padat merayap sampai dengan 907 kapal (Passable), selebihnya akan terjadi kemacetan. Pelabuhan TPK Perawang mendapatkan batas pengembangan sampai dengan 818 kunjungan kapal per tahun. Sebagai solusi optimasi, peningkatan produktivitas alat bongkar muat menjadi 150–250 ton/jam di TUKS Indah Kiat Pulp and Paper terbukti efektif menstabilkan BOR kembali ke batas aman (60%) dan menekan jumlah luapan antrean maksimal menjadi hanya 4 kapal saja.

This study models the navigation channel capacity of the Siak River, specifically at Perawang Port, to analyze the risk of queuing caused by the high volume of large vessel visits (reaching 402 visits with an average Length Overall of 105 meters). The objective of this research is to map congestion points and evaluate the impact on port operations through scenarios of increased vessel visits. The system's resilience was tested through stress-test scenarios with increased vessel arrivals of 5%, 10%, 15%, and 20%. The simulation results show that the physical capacity of the Siak River is still highly capable, as evidenced by an Excellent status in the Level of Service (LoS) Index. Vessel traffic congestion is caused by the slow loading and unloading process of the barge fleet, with the most severe critical point located at the BCIKPP Private Interest Terminal (TUKS). Under the 20% increase scenario, queue accumulation reaches 120 to 123 vessels simultaneously, causing this port facility to experience saturation as the Berth Occupancy Ratio (BOR) surges to 93%, which subsequently impacts surrounding ports, particularly TPK Perawang. A 100% increase scenario was also conducted to determine the development limits of ports along the Siak River; this scenario was applied to all arrivals to identify the maximum ship call limit. In this scenario, the LoS maintains a smooth status for up to 171 vessels (Excellent), moderately smooth for up to 339 vessels (Good), crowded for up to 575 vessels (Fair), and heavy traffic for up to 907 vessels (Passable), beyond which severe congestion occurs. Consequently, the development limit for TPK Perawang Port is restricted to a maximum of 818 vessel visits per year. As an optimization solution, increasing the productivity of loading and unloading equipment to 150–250 tons/hour at TUKS Indah Kiat Pulp and Paper proved effective in stabilizing the BOR back to a safe limit (60%) and suppressing the maximum queue spillover to only 4 vessels
