Abstract
Kinerja operasi merupakan salah satu faktor utama dalam variabel keberhasilan sebuah proyek konstruksi, dimana kinerja operasi ini berorientasi pada ketercapaian profit/laba proyek, kualitas produk dan layanan, serta ketepatan waktu penyelesaian pekerjaan. Kondisi saat ini banyak perusahaan konstruksi yang memiliki kinerja kurang baik sehingga perlu perbaikan secara holistik. Dalam proses perbaikan tersebut salah satu faktor kunci terletak pada leadership/kepemimpinan yang mampu membuat perubahan dan menjaga konsistensi sistem yang berjalan dimana Total Quality Management (TQM) yang mampu mereformasi dan meninjau setiap proses secara detil dan menyeluruh, aspek manajemen risiko yang menjadi kontrol sistem dalam setiap tindakan dan kebijakan dalam setiap proses bisnis serta kemampuan bersaing (competitive advantages) yang dimiliki perusahaan sebagai salah satu supporting value dalam mencapai target yang diharapkan. Penelitian ini bertujuan untuk menganalisa pengaruh leadership dalam mendukung keberhasilan implementasi dan integrasi Total Quality Management (TQM) dan Manajemen Risiko serta memanfaatkan kemampuan bersaing (competitive advantages) perusahaan dalam pencapaian kinerja operasional proyek yang mencakup kinerja biaya, mutu dan waktu pelaksanaan. Proses identifikasi faktor dilakukan dengan penyebaran kuisioner terhadap para manager di kontraktor BUMN karya sebagai responden penelitian. Selanjutnya data yang didapat dianalisa dengan menggunakan metode Structural Equation Modelling – Partial Least Squares (SEM-PLS) untuk mengetahui hubungan antar variabel yang bersifat multiple relationship. Hasil penelitian menunjukkan bahwa leadership memiliki pengaruh positif yang paling signifikan terhadap TQM dengan nilai koefisien 0.478, dibandingkan pengaruhnya terhadap manajemen risiko (0.454) dan competitive advantages (0.353). Begitu juga dampak TQM terhadap kinerja operasi sebesar 0.342, merupakan terbesar jika dibandingkan dengan dampak manajemen risiko (0.214) dan dan competitive advantages (0.217) terhadap kinerja operasi. Hal ini menunjukkan bahwa TQM menjadi variabel yang paling dominan dalam meningkatkan Kinerja Operasi dalam hal ketercapaian kinerja biaya, mutu dan waktu pada proyek konstruksi.

Operational performance is one of the key factors determining the success of construction projects, where it is oriented toward achieving project profitability, product and service quality, and timely completion of construction activities. Currently, many construction companies experience poor performance, requiring holistic improvement efforts. In this improvement process, one of the critical factors lies in leadership capability, which enables organizational transformation while maintaining the consistency of existing systems. Total Quality Management (TQM) plays an important role in reforming and continuously reviewing organizational processes in a comprehensive manner. Meanwhile, risk management functions as a control mechanism to ensure that every action and decision within business processes is systematically managed, while competitive advantages provide strategic value that supports companies in achieving their targeted performance outcomes. This research aims to analyze the influence of leadership in supporting the successful implementation and integration of Total Quality Management (TQM) and Risk Management, as well as the role of competitive advantages in improving project operational performance, including cost, quality, and time performance. The identification of influencing factors was conducted through questionnaire distribution to managers of state-owned construction companies (BUMN Karya contractors) as research respondents. The collected data were subsequently analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method to examine the multiple relationships among the research variables. The results indicate that leadership has the strongest positive and significant influence on TQM, with a path coefficient of 0.478, compared to its influence on Risk Management (0.454) and Competitive Advantages (0.353). Furthermore, the impact of TQM on operational performance shows the highest coefficient of 0.342, compared with the effects of Risk Management (0.214) and Competitive Advantages (0.217) on operational performance. These findings indicate that TQM is the most dominant variable in improving construction project operational performance, particularly in achieving cost efficiency, quality compliance, and timely project completion.
