Abstract

Perkembangan wilayah pada koridor antar metropolitan Surabaya–Malang yang didukung oleh peningkatan aksesibilitas melalui jaringan jalan arteri dan jalan tol telah mendorong terjadinya alih fungsi lahan pertanian menjadi kawasan terbangun, khususnya di Kabupaten Sidoarjo, Kabupaten Pasuruan, dan Kabupaten Malang. Penelitian ini bertujuan untuk menganalisis tren perubahan tutupan lahan pertanian menjadi kawasan terbangun pada periode 1994–2024 serta mengidentifikasi faktor-faktor pendorong perubahan tersebut berdasarkan penilaian stakeholder ahli. Penelitian menggunakan pendekatan mixed method, yang mengombinasikan analisis spasial berbasis Sistem Informasi Geografis (SIG) melalui klasifikasi citra Landsat multitemporal (1994, 2004, 2014, dan 2024) dengan metode supervised Random Forest pada platform Google Earth Engine, serta analisis kualitatif menggunakan Content Analysis terhadap hasil wawancara 18 stakeholder ahli di tingkat kabupaten, kecamatan, dan desa. Hasil penelitian menunjukkan bahwa kawasan terbangun terus meluas sementara lahan pertanian terus menyusut di ketiga kabupaten, meskipun periode dan intensitas perubahan paling signifikan berbeda pada masing-masing wilayah. Sidoarjo dan Malang mengalami perubahan paling intens pada periode 1994–2004, sedangkan Pasuruan mengalami perubahan paling signifikan pada periode 2014–2024 seiring pembangunan Tol Gempol–Pandaan dan Gempol–Pasuruan. Perubahan paling masif terkonsentrasi pada desa-desa yang dilalui jalan arteri, jalan tol, dan gerbang tol. Content analysis mengonfirmasi bahwa 16 sub-variabel faktor pendorong beroperasi konsisten di ketiga kabupaten, namun dengan pola dominasi berbeda: fragmentasi lahan dan zonasi di Sidoarjo; pertumbuhan penduduk akibat migrasi pekerja industri dan kebijakan daerah di Pasuruan; serta pertumbuhan penduduk komuter dan biaya produksi pertanian di Malang. Perbedaan tersebut menunjukkan bahwa perubahan tutupan lahan pada koridor Surabaya–Malang tidak digerakkan oleh satu mekanisme tunggal, melainkan oleh karakter lokal yang berbeda pada tiap segmen koridor, sehingga penelitian ini mengategorikan koridor tersebut ke dalam tiga tipologi wilayah. Hasil penelitian diharapkan menjadi masukan bagi penyusunan kebijakan pengendalian alih fungsi lahan pertanian yang kontekstual pada koridor antar metropolitan Surabaya–Malang.

Urban development along the Surabaya–Malang inter-metropolitan corridor, supported by improved accessibility through arterial and toll road networks, has driven the conversion of agricultural land into built-up areas, particularly in Sidoarjo, Pasuruan, and Malang Regencies. This study aims to analyze the trend of agricultural land cover change into built-up areas during the 1994–2024 period and to identify the driving factors behind this change based on expert stakeholder assessments. A mixed-method approach was employed, combining Geographic Information System (GIS)-based spatial analysis through supervised Random Forest classification of multitemporal Landsat imagery (1994, 2004, 2014, and 2024) on the Google Earth Engine platform, with qualitative Content Analysis of interviews with 18 expert stakeholders at the regency, sub-district, and village levels. The results show that built-up areas continued to expand while agricultural land continued to shrink across all three regencies, although the timing and intensity of the most significant changes differed among regions. Sidoarjo and Malang experienced their most intense changes during 1994–2004, whereas Pasuruan experienced its most significant change during 2014–2024, coinciding with the construction of the Gempol–Pandaan and Gempol–Pasuruan toll roads. The most massive changes were concentrated in villages traversed by arterial roads, toll roads, and toll gates. The content analysis confirmed that 16 driving-factor sub-variables operated consistently across the three regencies, though with different dominance patterns: land fragmentation and zoning in Sidoarjo; population growth driven by industrial-worker migration and local policy in Pasuruan; and commuter-driven population growth together with agricultural production costs in Malang. These differences indicate that land cover change along the Surabaya–Malang corridor is not driven by a single uniform mechanism, but by distinct local characteristics in each corridor segment, leading this study to classify the corridor into three regional typologies. The findings are expected to inform the formulation of context-specific policies for controlling agricultural land conversion within the Surabaya–Malang inter-metropolitan corridor
