Abstract

Kualitas first and last mile (FLM) berperan dalam menentukan kemudahan pengguna mengakses layanan angkutan umum. Penelitian ini bertujuan mengukur kualitas FLM pada koridor feeder WiraWiri Suroboyo FD06 serta menganalisis hubungannya dengan willingness to walk (WTW) dan willingness to switch (WTS). Penelitian menggunakan pendekatan kuantitatif eksplanatori dengan desain cross-sectional. Data diperoleh melalui survei intersep terhadap 120 pengguna pada 12 area pengumpulan data dan audit fisik kondisi akses. Kualitas FLM diukur menggunakan indeks Sustainable First and Last Mile (SFLM) yang meliputi pilar lingkungan, sosial-inklusif, operasional-ekonomi, serta keselamatan-kenyamanan. Hubungan kualitas FLM dengan WTW dan WTS dianalisis melalui dua model regresi paralel dengan variabel kontrol dan bootstrap BCa sebanyak 5.000 sampel ulang. Hasil penelitian menunjukkan bahwa rata-rata indeks SFLM sebesar 58,06 berada pada kategori internal sedang, dengan pilar keselamatan-kenyamanan sebagai pilar terendah sebesar 52,81. Penilaian indeks dan audit fisik secara terpisah mengidentifikasi delapan area sebagai Prioritas 1, dengan Area 3, Area 5, dan Area 1 sebagai urutan penanganan awal. Rata-rata WTW sebesar 63,06 berada pada kategori sedang, sedangkan WTS sebesar 68,56 berada pada kategori tinggi. Namun, 47,50% responden masih menggunakan moda bermotor pada segmen first mile, sehingga WTS belum mencerminkan perpindahan moda aktual. Kualitas FLM berhubungan positif dengan WTW (B=0,465; R²=0,273) dan WTS (B=0,471; R²=0,148). Pilar operasional-ekonomi dan keselamatan-kenyamanan berhubungan stabil dengan WTW, sedangkan tidak terdapat pilar yang secara parsial berhubungan stabil dengan WTS. Temuan ini menunjukkan bahwa kualitas FLM lebih mampu menjelaskan WTW daripada WTS. Karena penelitian menggunakan desain cross-sectional, hasil regresi ditafsirkan sebagai hubungan statistik dalam sampel dan bukan sebagai bukti hubungan sebab-akibat.

First and last mile (FLM) quality influences users ability to access public transport services. This study assesses FLM quality along the FD06 WiraWiri Suroboyo feeder corridor and examines its relationships with willingness to walk (WTW) and willingness to switch (WTS). An explanatory quantitative approach with a cross-sectional design was employed. Data were collected through an intercept survey of 120 users across 12 survey areas and a physical audit of access conditions. FLM quality was measured using the Sustainable First and Last Mile (SFLM) index, comprising environmental, social-inclusiveness, operational-economic, and safety-comfort pillars. Its relationships with WTW and WTS were analyzed through two parallel regression models incorporating control variables and 5,000 bias-corrected and accelerated bootstrap resamples. The average SFLM index was 58.06 and classified as moderate, with safety-comfort recording the lowest pillar score at 52.81. Separate assessments of the perception-based index and physical audit identified eight areas as Priority 1, with Areas 3, 5, and 1 requiring the earliest intervention. Mean WTW was 63.06 and categorized as moderate, while mean WTS was 68.56 and categorized as high. However, 47.50% of respondents still used motorized modes for the first-mile segment, indicating that WTS had not been fully translated into actual modal change. FLM quality was positively associated with WTW (B=0.465; R²=0.273) and WTS (B=0.471; R²=0.148). The operational-economic and safety-comfort pillars showed stable associations with WTW, whereas no individual pillar showed a stable partial association with WTS. These findings indicate that FLM quality explains WTW better than WTS. Given the cross-sectional design, the regression results represent statistical associations within the sample rather than evidence of causal relationships.
