Abstract

Kawasan Stasiun Bogor dan Terminal Baranangsiang merupakan dua simpul transportasi utama di Kota Bogor yang berperan penting dalam mendukung mobilitas masyarakat. Namun, pengembangan kawasan di sekitar kedua simpul tersebut belum sepenuhnya menerapkan prinsip Transit Oriented Development (TOD) yang mengintegrasikan sistem transportasi, tata guna lahan, dan desain kawasan. Penelitian ini bertujuan menganalisis arahan pengembangan TOD di kawasan Kota Bogor menggunakan pendekatan Node-Place-Design Model (NPDM). Penelitian menggunakan pendekatan kuantitatif yang didukung analisis kualitatif. Analisis dilakukan melalui identifikasi karakteristik kawasan berdasarkan 14 indikator yang mewakili dimensi node, place, dan design. Data kemudian dinormalisasi untuk memperoleh indeks masing-masing dimensi, dilanjutkan dengan perhitungan Node-Place-Design (NPD) Index dan klasifikasi tipologi NPDM. Hasil analisis dipadukan dengan wawancara pemangku kepentingan yang dianalisis menggunakan Content Analysis untuk merumuskan arahan pengembangan TOD. Hasil penelitian menunjukkan bahwa Stasiun Bogor memiliki karakteristik lebih unggul dibandingkan Terminal Baranangsiang pada sebagian besar indikator, terutama pada dimensi place dan design. Sebaliknya, Terminal Baranangsiang memiliki keunggulan pada kedekatan terhadap jalan arteri primer. Berdasarkan tipologi NPDM, Stasiun Bogor termasuk kategori Undersupplied Transit TOD, sedangkan Terminal Baranangsiang termasuk Unbalanced TOD. Arahan pengembangan TOD pada Stasiun Bogor diprioritaskan pada penguatan dimensi node melalui peningkatan kapasitas dan kualitas layanan transportasi umum, penguatan integrasi antarmoda, optimalisasi fasilitas perpindahan moda, serta peningkatan kenyamanan akses menuju simpul transportasi. Sementara itu, pengembangan Terminal Baranangsiang diprioritaskan pada dimensi place dan design melalui pengembangan tata guna lahan campuran (mixed-use development), revitalisasi terminal, peningkatan jumlah pusat aktivitas kawasan, serta perbaikan konektivitas jaringan pejalan kaki dan pesepeda untuk mewujudkan kawasan TOD yang lebih seimbang dan terintegrasi. Hasil penelitian diharapkan menjadi masukan bagi pemerintah dan pemangku kepentingan dalam penyusunan kebijakan pengembangan kawasan berbasis TOD di Kota Bogor.

Bogor Station and Baranangsiang Terminal are two major transportation hubs in Bogor City that play a strategic role in supporting urban mobility. However, the development of the areas surrounding these hubs has not fully implemented the principles of Transit-Oriented Development (TOD), which integrate transportation systems, land use, and urban design. Therefore, this study aims to formulate TOD development directions in Bogor City using the Node-Place-Design Model (NPDM). This study employs a quantitative approach supported by qualitative analysis. The analysis begins with the identification of area characteristics based on 14 indicators representing the node, place, and design dimensions. The data are then normalized to obtain the index values for each dimension, followed by the calculation of the Node–Place–Design (NPD) Index and classification using the NPDM typology. The quantitative findings are integrated with stakeholder interview results, which are analyzed using Content Analysis to formulate TOD development directions. The results indicate that Bogor Railway Station outperformed Baranangsiang Terminal on most indicators, particularly in the place and design dimensions, while Baranangsiang Terminal showed an advantage in its proximity to the primary arterial road. Based on the NPDM typology, Bogor Railway Station was classified as an Undersupplied Transit TOD, whereas Baranangsiang Terminal was categorized as an Unbalanced TOD. TOD development at Bogor Railway Station should prioritize strengthening the node dimension through improvements in public transport capacity and service quality, intermodal integration, transfer facilities, and accessibility to the transit hub. Meanwhile, development at Baranangsiang Terminal should focus on the place and design dimensions through mixed-use development, terminal revitalization, increased activity centers, and improved pedestrian and cycling connectivity. The findings are expected to provide recommendations for local governments and stakeholders in formulating TOD-based development policies in Bogor City.
