Abstract

Peningkatan pesat konsumsi peralatan elektronik di Indonesia memicu lonjakan timbulan limbah elektronik (e-waste), namun pengelolaannya masih didominasi sektor informal dan minim data kuantitatif jangka panjang. Penelitian ini bertujuan untuk mengestimasi timbulan historis serta memproyeksikan e-waste nasional dan per provinsi hingga tahun 2050 menggunakan pendekatan stock-based, yang dilengkapi pemetaan distribusi spasial dan analisis skenario umur pakai (lifespan). Selain itu, penelitian ini mengukur potensi material dan nilai ekonomi dari daur ulang, mengevaluasi perannya dalam menyubstitusi impor mineral kritis, serta menganalisis akumulasi potensi sumber daya sekunder urban mining per provinsi guna menilai kelayakan penggantian sumber material dari penambangan primer. Metodologi yang digunakan berbasis Hybrid Material Flow Analysis (MFA) Sales-Stock dengan penerapan fungsi distribusi probabilitas Weibull. Kebaruan keilmuan dari penelitian ini terletak pada pengembangan kerangka evaluasi komprehensif yang mengawinkan pemodelan MFA dinamis dengan pemetaan spasial dan analisis skenario, sehingga mampu menutup celah literatur mengenai komparasi kuantitatif langsung antara potensi sumber daya sekunder dan cadangan geologis primer di negara berkembang. Hasil permodelan menunjukkan total massa timbulan e-waste nasional pada tahun 2050 mencapai 474,69 kiloton, dengan total nilai ekonomi dari potensi urban mining mencapai Rp 5,8 triliun dari komoditas tembaga (Cu). Pemanfaatan pasokan sekunder ini diestimasi mampu menyubstitusi kebutuhan impor mineral kritis sebesar 227 kg emas (Au) murni per tahun (setara penghematan devisa Rp 537 miliar) dan mengurangi beban eksploitasi penambangan primer hingga 194.488 ton besi per tahun, dengan Provinsi Jawa Barat teridentifikasi sebagai penyumbang in-use stock tertinggi sebesar 583.652 ton. Secara keseluruhan, penelitian ini dapat melengkapi peta jalan strategis guna mendukung ketahanan rantai pasok material nasional dan akselerasi implementasi ekonomi sirkular di Indonesia.

The rapid increase in the consumption of electronic equipment in Indonesia has triggered a surge in e-waste, but its management is still dominated by the informal sector and there is a lack of long-term quantitative data. This study aims to estimate historical generation and project national and provincial e-waste until 2050 using a stock-based approach, which is equipped with spatial distribution mapping and lifespan scenario analysis. In addition, this study measures the material potential and economic valuation of recycling, evaluates its role in subsidizing critical mineral imports, and analyzes the accumulation of urban mining secondary resource potential per province to assess the feasibility of replacing material sources from primary mining. The methodology used is based on Hybrid Material Flow Analysis (MFA) Sales-Stock with the application of the Weibull probability distribution function. The scientific novelty of this study lies in the development of a comprehensive evaluation framework that marries dynamic MFA modeling with spatial mapping and scenario analysis, thereby being able to close the gap in the literature regarding direct quantitative comparisons between the potential of secondary resources and primary geological reserves in developing countries. The modeling results show that the total mass of national e-waste generation in 2050 will reach 474.69 kilotons, with the total economic value of urban mining potential reaching Rp 5.8 trillion from copper (Cu) commodities. The utilization of this secondary supply is estimated to be able to subsidize the import needs of 227 kg of pure gold (Au) per year (equivalent to foreign exchange savings of Rp 537 billion) and reduce the burden of primary mining exploitation to 194,488 tons of iron per year, with West Java Province identified as a contributor to in-use stock the highest of 583,652 tons. Overall, this research can complement the strategic roadmap to support the resilience of the national material supply chain and accelerate the implementation of the circular economy in Indonesia
