Abstract

Large-scale coastal reclamation projects in Indonesia have accelerated waterfront development but often overlook the sustainability of water-based economies and the needs of coastal communities. This study proposes a waterfront development model that integrates water transportation, coastal economic revitalization, and real estate feasibility. The research was conducted in Salembaran, Tangerang Regency, adjacent to the eastern edge of Pantai Indah Kapuk 2 (PIK 2). The study employs Plowright’s procedural pattern-based design method, combined with real estate development theories proposed by Brown, Piatkowska, Ruegg and Marshall, Pirounakis, and Attoe. The findings identify ten design patterns, including a newly developed Water Route pattern, implemented through the creation of new water bodies and a cooperative-operated Water Tourism Terminal connecting Tanjung Pasir, Dadap, Untung Jawa Island, and Muara Angke. The proposed design enhances waterfront quality, strengthens water transportation connectivity, and generates recurring revenue from water transport and marine tourism. Financial evaluation indicates that the project is economically feasible and can be supported through a *Land Value Capture* mechanism, allowing increases in real estate value to be redistributed as broader public benefits. The study demonstrates that waterfront development can serve as an integrated strategy that balances economic growth, environmental sustainability, and the empowerment of coastal communities.

Pesisir utara Indonesia mengalami transformasi pesat melalui reklamasi tepi air berskala besar yang menghasilkan nilai ekonomi, namun manfaatnya sering terprivatisasi, sementara biaya ekologis dan sosial ditanggung masyarakat pesisir. Penelitian ini berlokasi di Salembaran, Kecamatan Kosambi, Kabupaten Tangerang, di sisi timur kawasan Pantai Indah Kapuk 2. Hasil analisis menunjukkan bahwa kawasan telah terhubung melalui jaringan jalan darat, tetapi belum memiliki dermaga yang melayani nelayan maupun transportasi antarpulau. Dengan demikian, reklamasi tidak memutus akses darat, melainkan membangun di atas ekonomi perairan tanpa menyediakan infrastrukturnya. Menggunakan metode perancangan prosedural berbasis pola (Plowright) dan teori pengembangan real estat (Brown; Piatkowska; Ruegg & Marshall; Pirounakis; Attoe), penelitian ini merumuskan sepuluh pola desain, termasuk pola baru Water Route. Rancangan mengonversi 1,93 hektar daratan menjadi badan air sehingga panjang tepian meningkat dari 0,42 menjadi 1,61 kilometer, serta menghadirkan Terminal Wisata Air berbasis koperasi yang melayani rute ke Tanjung Pasir, Dadap, Pulau Untung Jawa, dan Muara Angke. Secara finansial, proyek dinilai layak (NPV +Rp102 miliar, IRR 17,8%, payback 5 tahun), membentuk dana Land Value Capture sebesar Rp87 miliar, dengan 39% pendapatan berulang berasal dari transportasi dan wisata air. Penelitian ini menunjukkan bahwa penurunan perikanan tangkap dapat dialihkan menjadi ekonomi jasa wisata bahari berlisensi tanpa menghilangkan keterkaitan masyarakat pesisir dengan laut.
