Abstract

Pemerataan akses internet di Provinsi Maluku Utara masih terkendala oleh karakteristik wilayah kepulauan dan persebaran penduduk yang tidak merata. Kondisi tersebut menyebabkan pembangunan jaringan terestrial membutuhkan investasi tinggi dan belum mampu menjangkau seluruh desa. Penelitian ini bertujuan mengembangkan framework investasi broadband satelit di Wilayah 3T sebagai kerangka pengambilan keputusan yang mengintegrasikan analisis prioritas wilayah, kelayakan finansial, strategi implementasi, dan model bisnis. Tahap pertama menggunakan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) dengan 15 kriteria demografi, sosial-ekonomi, dan infrastruktur telekomunikasi untuk memeringkat 1.180 desa. Bobot kriteria ditentukan melalui expert judgment tim proyek PT Telkom Satelit Indonesia. Selanjutnya, analisis Net Present Value (NPV) dan Internal Rate of Return (IRR) diterapkan pada 59 desa dengan peringkat tertinggi. Hasil penelitian menunjukkan bahwa 91,5% desa menghasilkan NPV positif, sedangkan desa dengan estimasi pengguna kurang dari 150 pelanggan per bulan secara konsisten menghasilkan NPV negatif. Analisis SOAR dilakukan pada Desa Kampung Baru dan Desa Falabisahaya yang memiliki tingkat kelayakan berbeda. Kampung Baru, dengan NPV sebesar -Rp53.180.099, memerlukan strategi perluasan basis pengguna. Sementara itu, Falabisahaya, dengan NPV Rp281.086.153 dan IRR 366,05%, diarahkan pada percepatan transisi menuju skema komersial. Hasil analisis selanjutnya diterjemahkan ke dalam Lean Model Canvas. Framework yang dihasilkan dapat direplikasi untuk mendukung keputusan investasi broadband satelit di wilayah kepulauan lainnya di Indonesia.

The equitable expansion of internet access in North Maluku Province remains constrained by its archipelagic geography and uneven population distribution. These conditions make terrestrial network deployment capital intensive and leave many villages underserved. This study aims to develop a satellite broadband investment framework for Indonesia’s frontier, outermost, and underdeveloped (3T) regions by integrating regional prioritization, financial feasibility assessment, implementation strategy, and business model design. First, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was applied using 15 demographic, socioeconomic, and telecommunications infrastructure criteria to rank 1,180 villages. The criteria weights were determined through expert judgment involving the project team of PT Telkom Satelit Indonesia. Subsequently, Net Present Value (NPV) and Internal Rate of Return (IRR) analyses were conducted for the 59 highest-ranked villages. The results show that 91.5% of the shortlisted villages generated positive NPV values, while villages with fewer than 150 estimated monthly users consistently produced negative NPV values. SOAR analysis was then conducted for Kampung Baru and Falabisahaya, representing contrasting feasibility conditions. Kampung Baru, with an NPV of −IDR 53,180,099, requires an expansion of its user base, whereas Falabisahaya, with an NPV of IDR 281,086,153 and an IRR of 366.05%, should accelerate its transition toward a commercial scheme. The findings were subsequently translated into a Lean Model Canvas. The proposed framework can be replicated to support satellite broadband investment decisions in other archipelagic regions of Indonesia.
