Abstract

Industri minyak dan gas memiliki tingkat risiko operasional yang tinggi sehingga pengadaan bahan kimia drilling fluid memerlukan pemilihan supplier yang tidak hanya mempertimbangkan harga beli, tetapi juga kinerja dan total biaya yang ditanggung perusahaan. PT Mitra Mandiri Saktitama (PT MMS) dalam proses pengadaan bahan kimia masih menggunakan pendekatan yang cenderung berorientasi pada harga beli terendah, sehingga belum mempertimbangkan aspek kualitas, pengiriman, Health, Safety, and Environment (HSE), serta biaya kepemilikan secara menyeluruh. Penelitian ini bertujuan menentukan supplier bahan kimia yang optimal melalui integrasi Fast, Slow, and Non-Moving (FSN) Analysis, Analytical Hierarchy Process (AHP), Total Cost of Ownership (TCO), dan Supplier Performance Index (SPI). FSN Analysis digunakan untuk mengklasifikasikan 43 jenis bahan kimia berdasarkan tingkat pergerakannya dan menentukan sampel evaluasi secara purposive sampling. Selanjutnya, AHP digunakan untuk menentukan bobot kriteria dan mengevaluasi kinerja supplier, sedangkan TCO digunakan untuk menghitung keseluruhan biaya yang terdiri atas purchase cost, ordering cost, holding cost, dan risk cost. Hasil AHP menunjukkan bahwa HSE menjadi kriteria dengan bobot tertinggi sebesar 0,3576, diikuti kualitas sebesar 0,2981, biaya sebesar 0,2261, dan pengiriman sebesar 0,1182, dengan nilai Consistency Ratio (CR) sebesar 0,0062. Hasil integrasi melalui SPI menunjukkan bahwa Supplier A memperoleh nilai tertinggi pada seluruh material sampel, yaitu PAC LV sebesar 6,0618, Barite sebesar 5,2542, Corrosion Inhibitor sebesar 618,1490, dan CaCO3 Coarse sebesar 247,2239. Hasil tersebut menunjukkan bahwa supplier dengan TCO terendah tidak selalu menjadi pilihan optimal karena keputusan akhir juga dipengaruhi oleh kinerja kualitas dan HSE. Berdasarkan hasil penelitian, diusulkan framework pengadaan yang mengintegrasikan FSN Analysis, AHP, TCO, dan SPI untuk mendukung pengambilan keputusan supplier berbasis best value for money di PT MMS.

The oil and gas industry involves high operational risks; therefore, the procurement of drilling fluid chemicals requires supplier selection that considers not only purchase price but also supplier performance and the total cost incurred by the company. PT Mitra Mandiri Saktitama (PT MMS) currently tends to rely on the lowest purchase price in its chemical procurement process, without comprehensively considering quality, delivery, Health, Safety, and Environment (HSE), and total ownership costs. This study aims to determine the optimal chemical supplier through the integration of Fast, Slow, and Non-Moving (FSN) Analysis, Analytical Hierarchy Process (AHP), Total Cost of Ownership (TCO), and Supplier Performance Index (SPI). FSN Analysis was used to classify 43 types of chemicals based on their movement frequency and to determine the evaluation samples using purposive sampling. AHP was then applied to determine the weights of the evaluation criteria and assess supplier performance, while TCO was used to calculate the total costs consisting of purchase cost, ordering cost, holding cost, and risk cost. The AHP results indicate that HSE is the most important criterion, with a weight of 0.3576, followed by quality at 0.2981, cost at 0.2261, and delivery at 0.1182, with a Consistency Ratio (CR) of 0.0062. The integration of AHP and TCO through SPI shows that Supplier A achieves the highest SPI score for all evaluated materials, namely 6.0618 for PAC LV, 5.2542 for Barite, 618.1490 for Corrosion Inhibitor, and 247.2239 for CaCO3 Coarse. These results indicate that the supplier with the lowest TCO is not necessarily the optimal choice, as the final decision is also influenced by supplier performance, particularly in terms of quality and HSE. Based on these findings, a procurement framework integrating FSN Analysis, AHP, TCO, and SPI is proposed to support value-based supplier selection and achieve the best value for money at PT MMS.
