Abstract
Penyelenggaraan SPAM adalah serangkaian kegiatan dalam melaksanakan
pengembangan dan pengelolaan sarana dan prasarana yang mengikuti proses dasar
untuk penyediaan air minum masyarakat. Sesuai dengan Peraturan Pemerintah No.
122 Tahun 2015 tentang Pengembangan Sistem Penyediaan Air Minum (SPAM),
penyediaan air minum merupakan tanggung jawab Kabupaten Serdang Bedagai.
Sebagai salah satu pusat pengembangan, IKK Perbaungan memerlukan
peningkatan jumlah layanan SPAM. Saat ini SPAM di IKK Perbaungan dilayani
oleh PDAM Kabupaten Deli Serdang dari sumber air Sungai Ular, yang berada di
dekat IKK Perbaungan, dengan kapasitas 50 L/det. Studi ini dilakukan untuk
mengkaji pelaksaaan pengembangan SPAM IKK Perbaungan berdasarkan aspek
teknis, aspek kelembagaan dan aspek finansial serta mengkaji potensi
pengembangan dan pengelolaan SPAM IKK Perbaungan.
Metode yang dilakukan dalam penelitian ini adalah studi pendahuluan,
pengumpulan data, analisa data, pembahasan serta kesimpulan dan saran.
Pengumpulan data terbagi menjadi data primer yang terdiri dari kondisi eksisting
SPAM IKK Perbaungan, sedangkan data sekunder terdiri dari jaringan perpipaan,
data pelayanan dan data penduduk. Sedangkan analisa data berupa proyeksi
penduduk, proyeksi kebutuhan air, evaluasi SPAM berdasarkan aspek teknis, aspek
kelembagaan dan aspek finansial. Dalam aspek teknis ditinjau sistem distribusi dan
jaringan perpipaan. Aspek kelembagaan meninjau struktur organisasi, sumber daya
manusia dan uraian tugas. Aspek finansial meliputi kondisi keuangan, nilai
investasi, profil pendapatan dan pengeluaran keungan serta strategi pendanaan.
Hasil kuisioner menunjukkan lebih dari 60% penduduk yang belum menjadi
pelanggan PDAM berkeinginan menjadi pelanggan dan sanggup membayar biaya
sambungan. SPAM IKK Perbaungan akan melayani 4 kelurahan/desa, yaitu
Kelurahan Simpang Tiga Pekan dengan jumlah penduduk 9.118 jiwa, Kelurahan
Batang Terap dengan jumlah penduduk 3.352 jiwa, Desa Citaman Jernih dengan
jumlah penduduk 7.184 jiwa dan Desa Kota Galuh dengan jumlah penduduk 4.896
jiwa. Tahapan pelaksanaan dibagi menjadi 2 tahapan yaitu Tahap I pada tahun 2022 – 2027 yang akan melayani Kelurahan Simpang Tiga Pekan, Kelurahan Batang
Terap dan Desa Citaman Jernih dengan kebutuhan air 33,51 L/det, sedangkan untuk
Tahap II pada tahun 2028 – 2032 akan melayani Kelurahan/Desa di Tahap I dan
Desa Kota Galuh dengan kebutuhan air 42,41 L/det. UPT Pelayanan Air Minum
dapat berkembang dengan baik dan dapat ditingkatkan menjadi UPTD-BLUD yang
dapat mengelola sendiri dalam hal keuangan, memiliki pegawai sendiri yang sesuai
dengan disiplin ilmunya.

The implementation of SPAM is a series of activities in carrying out the
development and management of facilities and infrastructure that follow the basic
process for providing community drinking water. In accordance with Government
Regulation No. 122 of 2015 concerning the Development of a Dringking Water
Supply System (SPAM). As one of the development centers, IKK Perbaungan
requires an increase in the number of SPAM services. Currently, SPAM in IKK
Perbaungan is served by PDAM Deli Serdang Regency from the Ular River Water
source, which is near IKK Perbaungan, with a capacity of 50 L/sec. The study was
conducted to examine the implementation of the SPAM IKK Perbaungan
development based on technical aspects, institutional aspects and financial aspects
as well as to examine the potential for the development and management of SPAM
IKK Perbaungan.
The method used in this research is a preliminary study, data collection, data
analysis, discussion and conclusions and suggestion. Data collection is divided into
primary data sonsisting of the existing condition of SPAM IKK Perbaungan, while
secondary data consists of pipeline network, service data and population data.
While the data analysis is in the form of population projection, water demand
projections, evaluation of SPAM bades on technical aspects, institutional aspects
and financial aspects. In the technical aspects, the distribution system and piping
network are reviewed. The institutional aspect reviews the organizational
structure, human resources and job descriptions. Financial aspects include
financial condition, invesrment value, profil of financial income and expenditure
and funding strategy.
The results of the questionnaire show that more than 60% of the population
who are not PDAM customers wish to become customers and are able to pay
connection fees. SPAM IKK Perbaungan will serve 4 villages, namely Simpang
Tiga Pekan Village with a population of 9.118, Batang Terap Village with a
population of 3.352, Citaman Jernih Village with a population of 7.184 and Kota
Galuh Village with a population 4.896. the implementation stage is divided into 2
stages, namely Phase I in 2022 – 2027 which will serve Simpang Tiga Pekan
Village, Batang Terap Village and Citaman Jernig VIillage with a water demand of
33,41 L/s, while Phase II in 2028 – 2032 will serve to the Village in Phase I and
Kota Galuh Village with a water requirement of 42,41 L/s. UPT Drinking Water
Services can develop well and can be upgraded to become UPTD-BLUD which can
manage itself in terms of finances, have their own employees in accordance with
their scientific disciplines.
