Abstract

PT Petrokimia Gresik merupakan perusahaan/produsen pupuk dan bahan kimia yang cukup besar dan kompleks. Dalam perjalanannya, sering kali dilakukan perubahan/penataan kembali struktur organisasi agar lebih efisien, efektif, responsif, dan dapat menjawab tantangan ke depan dalam rangka memenangkan persaingan, baik di tingkat regional maupun global. Penelitian ini dilakukan di Departemen Produksi I yang menghasilkan jenis pupuk nitrogen (urea) dan merupakan salah satu dari tiga unit produksi di PT Petrokimia Gresik yang secara proses relatif paling stabil. Problema yang ada adalah beban kerja pada masing-masing unit saat ini masih belum merata. Hal ini terlihat dari seringnya suatu unit kerja yang bekerja lembur, di sisi lain ada unit kerja yang beban kerjanya dipandang masih rendah. Suatu studi mengenai analisis beban kerja dengan menggunakan metode work sampling telah dilakukan di PT Petrokimia Gresik untuk memperbaiki beban kerja dan melakukan penyesuaian terhadap struktur organisasi yang ada. Dari hasil penelitian yang dilakukan diketahui unit-unit yang mengalami kelebihan beban kerja dan unit-unit yang mengalami kekurangan beban kerja. Untuk menyeimbangkan beban kerja, maka unit-unit operator lapangan steam system, operator lapangan feed gas compressor process air, operator CO₂ Plant 1, dan operator SP 501 dalam struktur organisasi direkomendasikan untuk digabung dengan unit lainnya. Dengan demikian, akan diperoleh struktur organisasi yang ramping sesuai dengan beban kerja, sekaligus dapat mengoptimalkan jumlah personel yang ada.

Organization structure at PT Petrokimia Gresik is built in order to utilize the company's resources to achieve its targets. After a certain period of time, the company will change its organization structure in line with the current company business process. The reason for organization restructuring is to make the organization lean, effective, efficient, responsive, and able to achieve competitive advantages in regional and global competition. Changes in the business situation resulting from internal and external factors should be followed by restructuring the organization, improving systems, and increasing personnel competence. This thesis describes how to establish an organization structure in the Production Plant of Petrokimia Gresik by using workload analysis with a work sampling approach. Work sampling is a commonly used industrial engineering technique designed to measure how resources such as people, facilities, or equipment are utilized. To conduct work sampling, a specified number of observations are made. Each observation is classified according to the types of activities specified prior to sampling. The observed activities are grouped into two main classifications: working and non-working. The working classification can be divided into desirable and undesirable activities. The accuracy depends on the overall objectives of the sampling, the type of work environment, and the work sampling method. The final result of this analysis is an organization structure in the Production Unit that represents the workload of the workers.
