Abstract

Pengadaan barang dan jasa pemerintah merupakan salah satu bagian yang rawan terhadap terjadinya korupsi, kolusi, dan nepotisme. Salah satu upaya untuk menghilangkan kerawanan tersebut adalah dengan menerapkan sistem lelang elektronik (e-procurement). Penelitian ini dilakukan untuk menganalisis kesenjangan antara sistem lelang konvensional dengan sistem lelang elektronik (e-procurement), khususnya pada tender-tender elektronik (e-tender) bidang jasa konstruksi. Penelitian ini menggunakan pendekatan kualitatif dengan pembahasan deskriptif, melalui studi literatur dan survei (wawancara) terhadap beberapa pakar dan pengguna/peserta sistem lelang konvensional maupun e-procurement. Survei dilakukan untuk mendapatkan validasi terhadap kriteria kesenjangan yang diperoleh dari studi literatur. Hasil penelitian menunjukkan bahwa sistem lelang e-procurement lebih mempunyai keunggulan dalam hal kemudahan, efektivitas, dan efisiensi dalam pengadaan barang dan jasa pemerintah. Walaupun masih memiliki kelemahan-kelemahan, sistem ini juga meningkatkan keterbukaan, transparansi, keadilan, dan akuntabilitas pelelangan.

Procurement of goods and services is one of the areas of government that is vulnerable to corruption, collusion, and nepotism. The application of e-procurement is one of the efforts to eliminate these vulnerabilities. This research aims to analyze the gap between conventional and electronic procurement systems, particularly in electronic tenders (e-tenders) for construction services. This research uses a qualitative approach with descriptive analysis through a literature study and a survey (interviews) with several experts and users/participants of both conventional and e-procurement systems. The survey was conducted to validate the gap criteria obtained from the literature study. The results show that the e-procurement system has advantages in terms of convenience, effectiveness, and efficiency in the procurement of government goods and services. Although the system still has some weaknesses, it also improves openness, transparency, fairness, and accountability in the procurement process.
