Abstract

Dalam konteks pendekatan gender, terdapat banyak hal yang saling berseberangan antara kebutuhan gender secara praktis dan kebutuhan strategis perempuan. Kebutuhan strategis perempuan berkaitan dengan posisi serta peran mereka di masyarakat yang membantu perempuan dalam mengembangkan posisinya. Proyek Water Supply for Low Income Communities-2 (WSLIC-2) menggunakan gender sebagai topik utama. Tujuan proyek WSLIC-2 dapat diukur tingkat keberhasilannya dengan melihat seberapa besar peran perempuan dalam setiap tahapan proyek. Untuk itu, dilakukan penelitian untuk mengetahui peran perempuan terhadap pencapaian tujuan proyek WSLIC-2. Metode pengumpulan data yang digunakan dalam penelitian ini adalah riset pustaka, wawancara tidak terstruktur, observasi langsung, dan angket (kuesioner). Analisis data dilakukan secara deskriptif dan menggunakan regresi linear berganda, dengan peran perempuan sebagai variabel independen dan pencapaian tujuan sebagai variabel dependen. Penelitian berlokasi di Desa Karangsuko dan Desa Jombok, Kabupaten Malang, dengan populasi perempuan dan laki-laki yang terlibat dalam proyek WSLIC-2 yang telah selesai dilaksanakan. Teknik pengambilan sampel yang digunakan adalah stratified random sampling. Penelitian menghasilkan kesimpulan bahwa di Desa Karangsuko, variabel peran perempuan yang berpengaruh positif dan signifikan terhadap pencapaian tujuan proyek berupa adanya perbaikan perilaku hidup bersih dan sehat (Y1) adalah tatanan sosial budaya di masyarakat (X1) dan partisipasi perempuan dalam setiap kegiatan (X2), dengan memberikan kontribusi sebesar 25,6%. Adapun variabel peran perempuan berupa tatanan sosial budaya di masyarakat (X1) dan partisipasi perempuan dalam setiap kegiatan (X2) berpengaruh positif dan signifikan terhadap pencapaian tujuan proyek berupa kesinambungan pembangunan masyarakat secara partisipatif (Y2), dengan kontribusi sebesar 18,6%. Sedangkan di Desa Jombok, variabel peran perempuan yang berpengaruh positif dan signifikan terhadap pencapaian tujuan proyek berupa adanya perbaikan perilaku hidup bersih dan sehat (Y1) adalah tatanan sosial budaya di masyarakat (X1) dan beban kerja perempuan di keluarga dan masyarakat (X4), dengan memberikan kontribusi sebesar 24,7%. Sementara itu, variabel peran perempuan berupa kesinambungan pembangunan masyarakat secara partisipatif (Y2) dipengaruhi oleh tatanan sosial budaya di masyarakat (X1), partisipasi perempuan dalam setiap kegiatan (X2), dan beban kerja perempuan di keluarga dan masyarakat (X4), dengan memberikan kontribusi sebesar 36,2%.

In the context of a gender approach, there are various aspects that contrast between practical gender needs and women's strategic needs. Women's strategic needs are related to their position and role in society, which help women improve and strengthen their position. The Water Supply for Low Income Communities-2 (WSLIC-2) project uses gender as one of its main concerns. The success of the WSLIC-2 project can be measured by examining the extent of women's roles in each stage of the project. Therefore, this study was conducted to examine the role of women in achieving the objectives of the WSLIC-2 project. The data collection methods used in this study included literature research, unstructured interviews, direct observation, and questionnaires. The data were analyzed using descriptive analysis and multiple linear regression, with women's roles as the independent variables and achievement of project objectives as the dependent variables. The research was conducted in Karangsuko and Jombok Villages, Malang Regency, involving women and men who participated in the completed WSLIC-2 project. The respondents were selected using a stratified random sampling technique. The study concluded that in Karangsuko Village, the women's role variables that had a positive and significant effect on the achievement of the project objective in terms of improving clean and healthy living behavior (Y1) were the socio-cultural structure of the community (X1) and women's participation in every activity (X2), contributing 25.6%. The women's role variables consisting of the socio-cultural structure of the community (X1) and women's participation in every activity (X2) also had a positive and significant effect on the achievement of the project objective in terms of sustainable participatory community development (Y2), contributing 18.6%. In Jombok Village, the women's role variables that had a positive and significant effect on the achievement of the project objective in terms of improving clean and healthy living behavior (Y1) were the socio-cultural structure of the community (X1) and women's workload in the family and community (X4), contributing 24.7%. Meanwhile, the women's role variables affecting sustainable participatory community development (Y2) were the socio-cultural structure of the community (X1), women's participation in every activity (X2), and women's workload in the family and community (X4), contributing 36.2%.
