Abstract

Usaha untuk meningkatkan Pendapatan Asli Daerah pada Dinas Pendapatan Daerah (Dispenda) Kabupaten Kediri saat ini belum dapat dilaksanakan secara optimal, baik dari sisi internal maupun eksternal. Dari sisi internal, hal tersebut tercermin dari belum memadainya laporan kebutuhan manajemen yang disebabkan oleh proses penatausahaan sistem administrasi pajak/retribusi yang masih menggunakan sistem manual. Dari sisi eksternal, terlihat dari belum adanya sistem pelayanan satu atap antara Dispenda dengan Kantor Pelayanan Perijinan Terpadu (KPPT) dalam hal proses perijinan dan penetapan jumlah pajak (pajak reklame). Dalam sistem yang berjalan, proses pembayaran pajak/retribusi hanya dapat dilaksanakan secara terpusat di kantor Dispenda. Hal tersebut menjadi kendala karena wilayah Kabupaten Kediri cukup luas dan tersebar dalam 24 kecamatan. Upaya perbaikan dilakukan dengan cara mengkomputerisasi sistem penatausahaan (perencanaan, pendaftaran, pendataan, penetapan, penagihan, penerimaan, dan penyetoran) yang menghubungkan Dispenda dengan KPPT serta kantor kecamatan. Kantor kecamatan akan memanfaatkan infrastruktur jaringan Pajak Bumi dan Bangunan (PBB) yang telah tersedia dengan media Virtual Private Network. Penelitian diarahkan dengan cara membuat desain beserta purwarupanya yang mengacu pada metodologi Framework for the Application of Systems Thinking (FAST). Purwarupa yang dibangun berupa model dengan fitur-fitur terpilih yang berhubungan dengan simulasi penyelesaian masalah pada pokok penelitian. Dalam penelitian ini telah berhasil dibuat sebuah rancangan desain sistem informasi sehingga dapat tersusun sebuah panduan atau dokumentasi sistem beserta purwarupanya.

The effort to increase local revenue at the Regional Revenue Service (Dispenda) of Kediri Regency has not yet been carried out optimally, both internally and externally. Internally, this is reflected in the inadequacy of management reports caused by the administration of the tax/retribution system, which is still carried out manually. Externally, there is no integrated one-stop service system between Dispenda and the Integrated Licensing Service Office (KPPT) for the licensing process and determination of tax amounts, particularly advertisement tax. Under the existing system, tax/retribution payments can only be made centrally at the Dispenda office. This creates difficulties in serving taxpayers because Kediri Regency covers a large area consisting of 24 districts. An improvement effort is proposed by computerizing the administration system, including planning, registration, data collection, assessment, billing, receipt, and payment, and connecting Dispenda with KPPT and district offices. The district offices will utilize the existing Land and Building Tax (PBB) network infrastructure through a Virtual Private Network. This research was conducted by developing a system design and prototype based on the Framework for the Application of Systems Thinking (FAST) methodology. The prototype was developed using selected features related to the simulation of problem-solving processes addressed in this research. The research successfully produced an information system design that can serve as a guide or system documentation, along with its prototype.
