Abstract

Biaya operasi PT CPI mempunyai kecenderungan terus meningkat dengan produksi minyak yang cenderung terus menurun, sehingga diperlukan aplikasi untuk menangani biaya operasi. Aplikasi penganggaran biaya operasi telah diimplementasikan pada tahun 2000 dengan nama ABOM (Activity Based OEB Management), didesain hanya untuk keperluan internal PT CPI dan didasari oleh aplikasi ERP Walker Interactive. Aplikasi ABOM tidak mempunyai dokumentasi yang lengkap, tidak fleksibel untuk mengantisipasi perubahan bisnis, tidak reliable, tidak terintegrasi dengan aplikasi penunjangnya, serta tidak efisien karena terlalu banyak tabel dan kode program. Sehubungan dengan perjalanan waktu, banyak terjadi perubahan pada aplikasi ABOM sehingga sering dilakukan tambal sulam dan tidak terdokumentasi dengan benar. Perubahan terbesar terjadi saat PT CPI berpindah ERP dari Walker Interactive ke JDE One World di tahun 2004. Tidak standarnya aplikasi ABOM dengan standardisasi Chevron membuat aplikasi ini diprediksi akan berhenti pada tahun 2006. Tesis ini bertujuan untuk mendesain ulang dan mengimplementasikan aplikasi anggaran biaya operasi di PT CPI dengan menggunakan metodologi waterfall, di mana hasil desain diharapkan membuat aplikasi ABOM menjadi fleksibel dalam mengantisipasi perubahan bisnis, terintegrasi dengan ERP JDE, aplikasi kepegawaian CHARISMA, serta aplikasi kendaraan CALTRIS, selain memiliki modul pemantauan dan mengikuti standar Chevron. Dari hasil penelitian, dapat ditarik kesimpulan bahwa pengguna dapat dengan mudah menambahkan metode anggaran baru, mengubah metode penganggaran, atau menghapus metode anggaran yang disesuaikan dengan kebutuhan bisnis. Jumlah tabel database dan kode program menjadi 50 persen lebih sedikit dari semula. Dengan adanya pelaporan biaya aktual, manajemen dimungkinkan untuk melakukan pemantauan biaya operasi dan melakukan penghematan yang diperlukan.

PT CPI's operating expenditures have been steadily increasing over the years while oil production has moved in the opposite direction. Leaving this situation as-is would cause the company to face an increasing cost per barrel of oil, meaning lower efficiency. Aware of this situation, an application tool was designed to cope with the problem. This application, implemented since 2000, is called ABOM (Activity Based OEB Management). It was designed for the internal needs of PT CPI and based on the Walker Interactive ERP. Many patchwork changes have been made since its first implementation, especially when the ERP was migrated to JDE One World in 2004. A lot of temporary adjustments were made to accommodate system and business changes, but no proper documentation was kept for those adjustments. Furthermore, ABOM does not follow Chevron application standards, meaning its lifecycle was set to end by 2006. This thesis aims to redesign and implement PT CPI's budgeting application using the waterfall methodology to accommodate previously unfulfilled requirements and cut down program inefficiencies caused by excessive, unreliable codes or tables. The new ABOM will be more flexible in anticipating business changes and integrated with the JDE ERP, the CHARISMA human resources application, and the CALTRIS transportation application. The results of this thesis show that users can easily add new budgeting methods as business needs change, while reducing database tables and program line codes by almost 50 percent. The expenditure monitoring module helps management review their expenditure performance and achieve cost savings.
