Abstract

Pada kondisi saat ini, semenjak terjadi musibah semburan lumpur Lapindo, penyaluran gas kepada konsumen mengalami hambatan akibat meledaknya pipa Onshore Pertamina Gas Jawa Timur pada hari Rabu, 22 November 2006. Oleh karena itu, untuk menunjang kelancaran pengoperasian jalur pipa gas, akan dibuat rencana relokasi infrastruktur pipa gas Jawa Timur. Keberhasilan suatu proyek tidak dapat dipisahkan dari mekanisme pengendalian risiko dalam proyek. Tujuan utama manajemen risiko dalam proyek pipa adalah meminimalkan dampak kerugian akibat risiko terhadap organisasi hingga pada tingkat yang dapat ditoleransi oleh perusahaan. Dalam penelitian ini, risiko diidentifikasi melalui metode wawancara dengan manajer proyek. Selanjutnya, risiko-risiko tersebut dikuantifikasi menggunakan analisis skenario yang didokumentasikan dalam bentuk kuesioner dan disebarkan dengan teknik purposive sampling kepada pihak-pihak yang bertanggung jawab terhadap kelancaran proyek. Hasil pengolahan kuesioner menghasilkan nilai risiko yang digunakan untuk menentukan peringkat risiko. Pemeringkatan risiko didasarkan pada probabilitas dan dampak yang dinilai. Evaluasi tingkat kepentingan dan prioritas masing-masing risiko dilakukan dengan menggunakan matriks probabilitas-dampak. Matriks tersebut digunakan untuk menentukan peringkat risiko dalam penilaian prioritas risiko yang dikategorikan menjadi Low Risk, Moderate Risk, dan High Risk. Selanjutnya, penyebab risiko dicari menggunakan Root Cause Analysis (RCA) dan dilakukan tindakan perbaikan. Setelah dilakukan perbaikan, diperoleh perubahan pada lima besar nilai indeks risiko. Risiko gas trap pada pemindahan Block Valve 28" turun sebesar 11,65 poin, penambahan material akibat perencanaan engineering yang kurang matang turun sebesar 9,7 poin, risiko gas trap pada pekerjaan Tie-in turun sebesar 8,96 poin, risiko kabel sling putus pada pekerjaan Lowering In turun sebesar 5,51 poin, dan risiko alat berat tergelincir pada pekerjaan Trenching pipa turun sebesar 4,54 poin.

Under the existing conditions, following the Lapindo mudflow disaster, gas distribution to consumers was disrupted due to the explosion of the Pertamina Gas East Java onshore pipeline on Wednesday, November 22, 2006. Therefore, to support the smooth operation of the gas pipeline network, a plan for the relocation of the East Java gas pipeline infrastructure was proposed. The success of a project cannot be separated from the implementation of risk control mechanisms. The main objective of risk management in pipeline projects is to minimize the potential losses caused by risks to the organization to a level that can be tolerated by the company. In this research, risks were identified through interviews with the project manager. The identified risks were then quantified using scenario analysis, which was documented in the form of questionnaires distributed through purposive sampling to individuals responsible for ensuring the smooth implementation of the project. The results of the questionnaire analysis produced risk values that were used to determine risk rankings. Risk rankings were based on the assessed probability and impact. The level of importance and priority of each risk was evaluated using a probability-impact matrix, which was used to determine risk rankings and classify risks into Low Risk, Moderate Risk, and High Risk categories. The causes of the identified risks were then analyzed using Root Cause Analysis (RCA), followed by corrective actions. After the improvements were implemented, changes were observed in the five highest risk index values. The gas trap risk during the relocation of the 28-inch Block Valve decreased by 11.65 points, additional material requirements caused by inadequate engineering planning decreased by 9.70 points, the gas trap risk during Tie-in work decreased by 8.96 points, the risk of a broken sling cable during Lowering In work decreased by 5.51 points, and the risk of heavy equipment slipping during pipe Trenching work decreased by 4.54 points.
