Abstract

Kecamatan Teluk Segara berada dalam wilayah administrasi Kota Bengkulu. Topografi wilayahnya relatif datar. Wilayah ini masih mengalami permasalahan banjir dan genangan. Genangan dan banjir tersebut terjadi di jalan, kawasan permukiman, dan pertanian yang tersebar di beberapa kelurahan, dengan tinggi genangan antara 30 cm–200 cm dan luas genangan antara 2,40 ha–25 ha. Untuk membebaskan wilayah tersebut dari masalah banjir dan genangan, perlu dilakukan suatu kajian untuk menentukan strategi yang terbaik.
Kajian dilakukan terhadap tiga aspek, yaitu aspek teknis, finansial, dan peran serta masyarakat. Pada aspek teknis digunakan analisis hidrologi dan hidrolika, pada aspek finansial digunakan analisis rencana anggaran biaya (RAB), nilai benefit cost ratio (B/C), dan nilai net present value (NPV), sedangkan pada aspek peran serta masyarakat dilakukan penyebaran kuesioner dengan metode simple random sampling dan kemudian dianalisis dengan program SPSS (Statistical Package for Social Sciences).
Hasil analisis teknis menyimpulkan bahwa diperlukan peningkatan kapasitas saluran, pemasangan tiga unit pompa air, pembangunan tandon di tiga lokasi, dan pemeliharaan rutin saluran. Berdasarkan analisis finansial, untuk meningkatkan kapasitas saluran diperlukan biaya sebesar Rp19.878.397.000, yang dilakukan dalam tujuh tahap. Rencana pembiayaan ini layak, dapat dilihat dari nilai B/C sebesar 1,13 (\>1) dan net present value (NPV) yang bernilai positif, yaitu sebesar Rp3.251.801.000. Dari hasil analisis terhadap aspek peran serta masyarakat menunjukkan bahwa mereka bersedia untuk ikut berpartisipasi dalam memelihara saluran drainase di lingkungannya.

The sub-district of Teluk Segara is under the administration of Bengkulu City. The topography of this area is relatively flat. The area still experiences flooding and inundation annually. Flooding and inundation occur on roads, in residential areas, and in agricultural areas across several villages. The inundation depth is approximately 30–200 cm, with an inundated area of 2.40–25 Ha. To free the area from these problems, research to determine the appropriate strategy needs to be conducted.
This research covers three aspects: technical, financial, and public participation. The technical aspect employs hydrological and hydraulic analyses. The financial aspect employs an analysis of the budget plan (RAB), benefit-cost ratio (B/C), and net present value (NPV). For the public participation aspect, questionnaires were distributed using a simple random sampling method and then analyzed using the SPSS (Statistical Package for the Social Sciences) program.
The technical analysis concludes that improvements are required to increase the capacity of the drainage channels, install three units of water pumps, construct reservoirs at three different locations, and carry out regular channel maintenance. Based on the financial analysis, improving the channel capacity requires a cost of Rp19,878,397,000.00, to be implemented in seven stages. This plan is considered feasible, as the B/C ratio is 1.13 (>1) and the net present value (NPV) is positive, amounting to Rp3,251,801,000.00. The results of the analysis of public participation show that the community is willing to participate in maintaining the drainage canals in their surroundings.
