Abstract

Permasalahan yang sering muncul pada musim penghujan adalah terjadinya genangan air pada beberapa wilayah di Kota Melonguane. Genangan dapat berlangsung selama 2 jam sampai 4 jam dengan kedalaman 0,2 meter sampai 0,5 meter. Berdasarkan data Dinas Kimpraswil tahun 2003, luas genangan total mencapai 15,52 hektar dengan lokasi di Kelurahan Melonguane Timur dan Kelurahan Melonguane Barat. Kondisi ini terjadi 2 (dua) kali dalam setahun. Oleh karena itu, penting dilakukan suatu evaluasi secara intensif terhadap sistem drainase kota.
Evaluasi sistem drainase Kota Melonguane meliputi aspek teknis, aspek pembiayaan, dan aspek kelembagaan. Hasil evaluasi ini akan digunakan untuk memperbaiki kondisi sistem drainase kota.
Hasil evaluasi teknis menunjukkan bahwa kapasitas eksisting beberapa saluran sekunder sudah tidak mencukupi sehingga perlu dibangun saluran sekunder baru di Jalan Lasiman (S7.1), saluran sekunder Utara Jalan Lasiman (S10.1), dan saluran sekunder Selatan Jalan Sam Ratulangi (S1.1). Selain itu, dilakukan rehabilitasi saluran sekunder Jalan Piapi I (S5) yang rusak pada daerah pengaliran Selat Lirung dan Sungai Borowo.
Dari aspek pembiayaan, dengan keterbatasan dana pemerintah daerah, maka diusulkan untuk dilakukan pentahapan pembangunan yang dibagi ke dalam tiga tahap berdasarkan prioritas pembiayaannya. Total kebutuhan anggaran untuk pembangunan saluran baru dan rehabilitasi saluran sebesar Rp1.312.845.000. Biaya operasional serta pemeliharaan saluran drainase setiap tahunnya sebesar Rp110.000.000.

Hasil evaluasi aspek kelembagaan memberikan beberapa program strategis kelembagaan untuk memperbaiki kinerja institusi. Program tersebut adalah (1) pembangunan saluran baru pada daerah-daerah genangan, (2) membuat master plan pengelolaan sistem drainase kota, (3) memberdayakan fungsi Dinas Kebersihan dalam penanganan kegiatan operasional dan pemeliharaan drainase kota, (4) pembuatan peraturan daerah yang mengatur pembagian kewenangan pengelolaan drainase kota, (5) membuat pedoman tentang model kerja sama dan koordinasi antarinstansi terkait dan masyarakat dalam pengelolaan drainase, serta (6) pengendalian tata guna lahan berdasarkan tata ruang kota.

Every rainfall, the City of Melonguane faces problems of inundation in some areas. The inundation lasts approximately 2–4 hours, with a water depth of 0.2–0.5 meters. Data from Kimpraswil of the City of Melonguane show that in 2003, the inundated area was approximately 15.52 hectares, covering the East and West Melonguane sub-districts. This disaster occurred twice that year. Therefore, an intensive evaluation and redesign of the city's drainage system are imperative.
This study evaluates the drainage system of the City of Melonguane, including (1) technical, (2) financial, and (3) institutional aspects. The results of the evaluation are used to redesign the city's drainage system.
The results of the technical evaluation show that the existing capacity of some secondary canals is insufficient. Therefore, new secondary canals located on Lasiman Street (S7.1), north of Lasiman Street (S10.1), and south of Sam Ratulangi Street (S1.1) have to be constructed. Moreover, rehabilitation of the damaged secondary canal on Piapi I Street (S5) and in the catchment areas of Selat Lirung and Borowo River is needed.
The evaluation of the financial aspect suggests that, since the local government budget is limited, the development of the drainage system should be carried out in three construction phases based on financial priorities. The total budget needed for constructing and rehabilitating canals in the city is Rp1,312,845,000. The annual operation and maintenance budget is Rp110,000,000.
The results of the evaluation of the institutional aspect provide several institutional strategies and programs to optimize the performance of the relevant institutions. The programs are (1) constructing new canals in inundated areas, (2) developing a master plan for the city's drainage system management, (3) optimizing the function of the Dinas Kebersihan in the operation and maintenance of the drainage system, (4) establishing regional regulations concerning the division of authority in the city's drainage management, (5) developing guidelines concerning coordination among the relevant institutions and communities, and (6) controlling land use based on the city's master plan.
