Abstract

TPA Alak dioperasikan sejak tahun 1998 dengan sistem open dumping. Pada tahun 2008 dilakukan perencanaan peningkatan sistem open dumping menjadi controlled landfill. Namun, dalam hasil perencanaan tersebut terdapat perbedaan antara asumsi yang digunakan dengan kondisi eksisting, sehingga diperlukan evaluasi terhadap hasil perencanaan tersebut agar dapat diterapkan dalam pengelolaan persampahan di Kota Kupang.

Pengumpulan data primer dilakukan melalui observasi kondisi eksisting prasarana dan operasional TPA serta wawancara dengan pihak pengelola TPA dan instansi terkait. Kondisi eksisting TPA diidentifikasi secara deskriptif sehingga diperoleh gambaran yang sistematis mengenai aspek teknis, kelembagaan, dan finansial pengelolaan TPA. Dalam aspek teknis dilakukan kajian terhadap hasil perencanaan peningkatan TPA Alak tahun 2008, metode penimbunan controlled landfill, infrastruktur lingkungan, dan pendukung TPA. Dalam aspek kelembagaan, dikaji mengenai kinerja pengelola persampahan dengan analisis faktor internal pengelola, sedangkan aspek finansial dianalisis dengan menggunakan metode Net Present Value (NPV) dan B/C Ratio.

Hasil kajian teknis terhadap perencanaan peningkatan TPA menunjukkan bahwa TPA hanya dapat beroperasi hingga tahun 2016. Kajian teknis ini juga menghasilkan perencanaan sel sampah, penambahan alat berat, perhitungan lindi dan bangunan pengolah lindi, penanganan gas, serta pencegahan terhadap vektor penyakit. Hasil analisis aspek kelembagaan menunjukkan bahwa Unit Pelaksana Teknis TPA telah memenuhi ketentuan pengelolaan TPA sistem controlled landfill, tetapi dibutuhkan peningkatan kuantitas dan kualitas petugas pengelola. Hasil analisis kelayakan investasi berdasarkan kriteria NPV dan B/C Ratio menunjukkan bahwa investasi untuk peningkatan TPA sebesar Rp10.357.000.000,00 masih layak untuk dilakukan. Agar pengelolaan TPA Alak dapat berjalan dengan baik, maka disusun pula strategi pengelolaan dengan menggunakan analisis SWOT.

The Alak Final Disposal Site has been operated since 1998 using an open dumping system. In 2008, the system was planned to be upgraded from open dumping to a controlled landfill. However, some differences were found between the existing conditions and the assumptions used in the design. Therefore, an evaluation of the design is needed so that it can be properly implemented in solid waste management in Kupang Municipality.

In this evaluation, primary data were collected by observing the existing infrastructure, facilities, and operation of the Final Disposal Site. In-depth interviews with the management of the facility were also conducted. For the technical evaluation, the design of the disposal facility developed in 2008 was analyzed, including the methods for solid waste disposal in the proposed controlled landfill, environmental infrastructure, and supporting infrastructure. In addition, an analysis of the performance of the disposal facility management was conducted, while the financial aspect was analyzed using the NPV and B/C Ratio methods.

The results show that several additions to the existing design are proposed, namely the design of solid waste cells or zones, additional heavy equipment, a leachate treatment plant, and planning for disease vector control. It was also found that the facility is estimated to operate only until 2016 rather than 2020. The management of the disposal facility has the capability to operate the controlled landfill system; however, the number and capacity of the staff need to be improved. Financially, based on the NPV and B/C Ratio analyses, the investment of IDR 10,357,000,000.00 is feasible to implement. To achieve effective management practices at the disposal facility, a management strategy has been developed based on SWOT analysis.
