Abstract

Kecamatan Ciledug merupakan wilayah yang berbatasan langsung dengan DKI Jakarta, khususnya wilayah Jakarta Selatan. Mobilitas masyarakat di wilayah ini cukup tinggi sehingga perlu didukung oleh penyediaan prasarana dan sarana transportasi yang memadai. Salah satu upaya yang dilakukan oleh Pemerintah Daerah Kota Tangerang untuk memenuhi kebutuhan tersebut adalah dengan membangun Terminal Ciledug. Namun, pembangunan terminal tersebut belum memberikan hasil seperti yang diharapkan, yang ditunjukkan oleh tidak berfungsinya terminal secara optimal. Terdapat tiga faktor yang menyebabkan tidak berfungsinya Terminal Ciledug, yaitu kondisi prasarana terminal, perilaku pengemudi, dan sistem kelembagaan. Penelitian ini bertujuan untuk mengetahui hubungan antara tidak berfungsinya terminal dengan ketiga faktor tersebut. Untuk membuktikan hubungan tersebut, digunakan uji korelasi Spearman Rank. Hasil uji korelasi menunjukkan adanya hubungan yang signifikan antara tidak berfungsinya terminal dengan kondisi prasarana terminal, perilaku pengemudi, dan implementasi kebijakan kelembagaan. Berdasarkan hasil analisis, upaya peningkatan peran dan fungsi terminal perlu dilakukan melalui pembenahan prasarana terminal, sosialisasi dalam rangka pembinaan perilaku pengemudi, serta peningkatan koordinasi baik secara internal maupun antarinstansi yang berwenang dalam penegakan peraturan.

Ciledug District is an area directly bordering the Special Capital Region of Jakarta (DKI Jakarta), particularly South Jakarta. The high level of community mobility in this area requires adequate transportation infrastructure and facilities. One of the efforts undertaken by the Tangerang City Government to meet these needs was the construction of Ciledug Terminal. However, the construction of the terminal has not produced the expected results, as indicated by its suboptimal operation. Three factors contribute to the dysfunction of Ciledug Terminal: the condition of the terminal infrastructure, drivers’ behavior, and the institutional system. This study aims to examine the relationship between the dysfunction of the terminal and these three factors. To examine these relationships, the Spearman Rank correlation test was employed. The results indicate significant relationships between the dysfunction of the terminal and the condition of the terminal infrastructure, drivers’ behavior, and the implementation of institutional policies. Based on the analysis, efforts to improve the role and function of the terminal should include improving terminal infrastructure, conducting socialization and guidance programs to improve drivers’ behavior, and strengthening coordination both internally and among the relevant institutions responsible for enforcing regulation
