Abstract

Distribusi penempatan lokasi SMP baru yang tidak terencana dengan baik berakibat pada rendahnya tingkat okupansi dan perkembangan jumlah siswa pada SMP-SMP baru. Di tempat-tempat lain masih banyak anak usia SMP yang belum terlayani pendidikan karena daya tampung SMP di daerahnya sangat terbatas. Permasalahan ini disebabkan oleh distribusi penempatan lokasi SMP yang tidak sesuai dengan persebaran siswa lulusan SD yang belum terlayani pendidikan tingkat SMP. Oleh sebab itu, perlu dirumuskan arahan penempatan lokasi SMP sebagai solusi untuk mengatasi permasalahan tersebut di kemudian hari. Penelitian diawali dengan melakukan kajian pustaka yang menghasilkan faktor-faktor yang berpengaruh dalam penentuan lokasi SMP, yaitu faktor jarak, penduduk, transportasi, lahan, dan distribusi sekolah. Selanjutnya, dilakukan pengumpulan data primer dan data sekunder dengan metode kuesioner dan dokumentasi. Untuk menentukan faktor-faktor prioritas atau penentu dilakukan analisis dengan metode Analytical Hierarchy Process (AHP). Hasil analisis AHP yang didukung oleh data sekunder digunakan untuk melakukan analisis penentuan wilayah prioritas penambahan unit SMP dengan metode Land Suitability Analysis dan analisis kinerja pelayanan SMP. Analisis untuk menentukan lokasi SMP pada wilayah-wilayah prioritas dilakukan dengan metode Land Suitability Analysis. Analisis dengan metode AHP menghasilkan dua faktor penentu dalam penempatan lokasi SMP, yaitu faktor penduduk dan faktor distribusi sekolah. Selain itu, dihasilkan dua kriteria penentu, yaitu kriteria jumlah lulusan SD dan kriteria jumlah SMP. Dengan metode Land Suitability Analysis dan analisis kinerja pelayanan SMP, diperoleh wilayah prioritas penambahan unit SMP di Kabupaten Rembang, yaitu Kecamatan Sarang, Kragan, Sedan, Kaliori, Sale, Gunem, Bulu, dan Sluke. Dengan metode Land Suitability Analysis juga diperoleh arahan lokasi untuk penempatan SMP di Kabupaten Rembang, yaitu Babaktulung (Kecamatan Sarang); Woro (Kecamatan Kragan); Dadapan, Sedan, dan Mojosari (Kecamatan Sedan); Sambiyan (Kecamatan Kaliori); Tahunan (Kecamatan Sale); Gunem (Kecamatan Gunem); Pasedan (Kecamatan Bulu); dan Manggar (Kecamatan Sluke).

The distribution and placement of new Junior High Schools (JHS) that are not properly planned have resulted in low occupancy rates and limited student enrollment growth in newly established JHSs. In other areas, many junior high school-aged children remain underserved because the capacity of JHSs in their respective areas is very limited. This problem is caused by the distribution and placement of JHS locations that do not correspond to the distribution of elementary school graduates who have not yet received access to junior high school education. Therefore, guidelines for the placement of JHS locations need to be formulated as a solution to address these problems in the future. The research began with a literature review that identified factors influencing the determination of JHS locations, namely distance, population, transportation, land, and school distribution. Subsequently, primary and secondary data were collected using questionnaires and documentation methods. The priority or determining factors were identified through the Analytical Hierarchy Process (AHP) method. The results of the AHP analysis, supported by secondary data, were used to determine priority areas for the addition of JHS units through Land Suitability Analysis and JHS service performance analysis. The determination of JHS locations within the priority areas was subsequently conducted using the Land Suitability Analysis method. The AHP analysis identified two determining factors for JHS location placement: population and school distribution. It also identified two determining criteria: the number of elementary school graduates and the number of JHSs. Based on the Land Suitability Analysis and JHS service performance analysis, the priority areas for the addition of JHS units in Rembang Regency are Sarang, Kragan, Sedan, Kaliori, Sale, Gunem, Bulu, and Sluke Districts. The Land Suitability Analysis also identified suitable locations for JHS placement in Rembang Regency, namely Babaktulung (Sarang District); Woro (Kragan District); Dadapan, Sedan, and Mojosari (Sedan District); Sambiyan (Kaliori District); Tahunan (Sale District); Gunem (Gunem District); Pasedan (Bulu District); and Manggar (Sluke District).
