Abstract

Penyelenggaraan _Good Governance_ merupakan prasyarat bagi setiap pemerintahan, sehingga diperlukan pengembangan dan penerapan sistem pertanggungjawaban yang tepat, jelas, dan nyata. Untuk menjawab hal itu, diperlukan adanya Sistem Pengukuran Performansi Organisasi Pemerintahan yang berusaha mengidentifikasikan indikator-indikator performansi dari organisasi pemerintahan tersebut.
Pada penelitian ini digunakan metode _Integrated Performance Measurements Systems_ (IPMS) untuk mengukur performansi Badan Perencanaan Pembangunan Propinsi Jawa Timur. Metode IPMS mengukur performansi organisasi dengan menarik _Key Performance Indicator_ (KPI) dari _Stakeholder Requirements_ melalui 4 tahapan, yakni Identifikasi _Stakeholder Requirement_, Analisis _External Monitor_, Penetapan _Objectives_, serta mengidentifikasi _Key Performance Indicator_ (KPI).
Dari hasil perancangan sistem pengukuran performansi organisasi di Badan Perencanaan Pembangunan Propinsi Jawa Timur, dapat diidentifikasi 39 indikator performansi (KPI) yang dikelompokkan ke dalam 5 kriteria kinerja Badan Perencanaan Pembangunan Propinsi Jawa Timur, yakni Input, Proses Perencanaan Pembangunan, Program Pembangunan, Pengendalian dan Evaluasi, serta Sistem Manajemen. Sedangkan hasil dari implementasi perancangan sistem pengukuran performansi pada salah satu _pilot project_ di Badan Perencanaan Pembangunan Propinsi Jawa Timur untuk kriteria Pengendalian dan Evaluasi, pencapaian performansi terhadap target sebesar 98,85%, sehingga dapat dikatakan performansinya Sangat Baik, sedangkan untuk kriteria Sistem Manajemen sebesar 91%, di mana hal ini menunjukkan bahwa kriteria Sistem Manajemen performansinya Baik.
Dengan adanya sistem pengukuran performansi ini akan dapat memahami tujuan yang ingin dicapai organisasi, berdasarkan _stakeholder requirement_, ukuran-ukuran performansi yang menggambarkan pencapaian tujuan organisasi, target yang ditetapkan berdasarkan kemampuan organisasi sebelumnya, serta keinginan organisasi untuk peningkatan performansi di masa yang akan datang.

The realization of Good Governance forms the conditions for every government, so the development and application of a proper, clear, and concrete accountability system are needed. To address this matter, a Performance Measurement System in Government Organizations is also needed to identify performance indicators of the government organization.
In this research, the Integrated Performance Measurement Systems (IPMS) method is used to measure the performance of Bappeprop Jawa Timur. The IPMS method measures organizational performance through four steps to derive Key Performance Indicators (KPIs) from Stakeholder Requirements. These four steps are Stakeholder Requirement Identification, External Monitor Analysis, Objectives Setting, and Key Performance Indicator (KPI) Identification.
The performance measurement system of Bappeprop Jawa Timur resulted in 39 performance indicators, which were grouped into five performance criteria: input, development planning process, development program, evaluation and controlling, and management system. The implementation of the performance measurement system as a pilot project in Bappeprop Jawa Timur for the Evaluation and Controlling criterion resulted in 98.85% achievement of the target, which means Very Good. Meanwhile, the Management System criterion achieved 91%, indicating that the performance of the Management System was Good.
By using this Performance Measurement System, the organization will be able to understand its targets based on stakeholder requirements, performance measures that describe the achievement of organizational targets, targets determined based on the organization’s previous capabilities, and the organization’s desire to improve its performance in the future.
