Abstract
Surabaya, ibu kota Provinsi Jawa Timur dan pusat perdagangan serta ekonomi Indonesia Timur, merupakan kota dengan aktivitas lalu lintas yang sangat tinggi. Kemacetan terparah terjadi pada ruas-ruas jalan yang berhubungan dengan CBD (Central Business District), terutama pada jam sibuk pagi dan sore hari. Alternatif pemecahan masalah adalah penyediaan sarana transportasi massal yang modern dan praktis semisal BRT (Bus Rapid Transit). Namun, penerapan BRT masih terkendala oleh beberapa masalah antara lain kemacetan jalan utama serta perbedaan status kewenangan pembinaan jalan. Pada penelitian ini dievaluasi apakah BRT untuk koridor Utara-Selatan Kota Surabaya dapat diterapkan secara parsial, dan ruas mana sajakah yang memungkinkan dan tidak memungkinkan dibangun lajur khusus bus (buslane). Kemudian dianalisis kinerja BRT Parsial, antara lain kecepatan rata-rata, headway, dan frekuensi, serta kinerja ruas jalan dan persimpangan yang akan dilaluinya. Lalu dianalisis kelebihan dan kekurangan BRT Parsial dibandingkan dengan BRT Penuh dan bus kota saat ini. Seluruh data pada penelitian ini adalah data sekunder tahun 2007 yang diekstrapolasi sehingga sesuai digunakan untuk saat ini. Dari hasil analisis ini ternyata buslane masih dapat secara layak diterapkan secara parsial pada sebagian besar ruas jalan di seluruh koridor, kecuali di 4 ruas jalan utama, di mana BRT akan beroperasi secara mixed traffic pada ruas jalan tersebut. Untuk persimpangan utama, lajur khusus bus harus diputus 100 meter sebelum titik persimpangan karena antrean yang terlalu panjang. Hal ini agar tidak menambah parah kemacetan dan antrean pada simpang tersebut. BRT Parsial masih memiliki kecepatan rata-rata $24,6\text{ km/jam}$, lebih tinggi dari bus kota saat ini. Kelebihan BRT Parsial juga terletak pada pengurangan derajat kejenuhan pada ruas jalan dan simpang tanpa lajur khusus bus, dibandingkan dengan BRT Penuh. Dengan demikian, direkomendasikan agar BRT Parsial dapat diimplementasikan dalam jangka waktu yang relatif cepat sehingga Surabaya memiliki alternatif sarana transportasi massal dengan kualitas yang baik dan ekonomis.

Surabaya, the capital of East Java and center of trade and economics for East Indonesia, is a city with extremely high traffic activity. The worst traffic jam occurred on the main streets related to the city's CBD (Central Business District), especially on morning and evening rush hours. One solution to solve this problem is providing a modern and practical public mass transportation system such as BRT (Bus Rapid Transit). However, some obstacles such as existing traffic jams and different ownerships of several crucial streets hold back the implementation of BRT today. This thesis evaluated whether BRT in Surabaya North–South Corridor can be implemented partially, and which parts of the streets are possible or impossible for buslane construction. Then, the analyses include the performance of Partial BRT, such as average speed, headway, and frequency, as well as the performance of streets and major signalized intersections that the system passes through. The final analysis is to compare the advantages and disadvantages of Partial BRT with Full BRT and existing bus vehicles. All data used in this thesis are secondary data from 2007, which were then forecasted to the present. The result shows that buslanes are still feasible to be implemented partially in most parts of the corridor, with some exceptions for 4 main roads in which BRT will operate in mixed traffic with other vehicles. As for major signalized intersections, buslane construction must be disconnected at a 100-meter distance before the traffic light because the queue length is too long. The reason for this action is to prevent worsening the congestion and queue length of vehicles during red light periods. Partial BRT maintains an average speed of $24.6\text{ km/h}$, which is higher than current bus speeds. One of the main advantages of Partial BRT implementation is the reduced degree of saturation on some major streets and intersections compared to Full BRT. Therefore, this thesis recommends that Partial BRT should be implemented in a relatively short timeframe so that Surabaya has an alternative modern public mass transportation with good performance quality and a fair price.
