Abstract
Keterlambatan petugas kepolisian dalam menangani kecelakaan disebabkan oleh luasnya daerah yang harus dipantau, akibatnya kematian pada korban kecelakaan tidak terhindarkan dikarenakan penanganan medis yang terlambat. Oleh karena itu dibutuhkan suatu alat untuk membantu petugas kepolisian dalam memantau dan memonitor kecelakaan di jalan raya sehingga diharapkan petugas dapat lebih cepat dalam menangani kecelakaan tersebut. Pada penelitian ini dirancang sistem monitoring kecelakaan pengendara sepeda motor yang terdiri dari dua bagian yaitu Bagian Mobile yang terletak pada helm dan sepeda motor pengendara, dan Bagian Pengawas yang terletak di pos polisi. Bagian Mobile dilengkapi dengan sensor tekan, accelerometer, mikrokontroler, TRW 2.4G, GPS, dan GSM modem. Sensor tekan dan accelerometer yang terletak pada helm pengendara berfungsi sebagai pengidentifikasi terjadinya kecelakaan dengan mengukur gaya impak yang diserap oleh kepala pengendara saat helm berbenturan dengan aspal atau kendaraan lain. Gaya impak sebesar 300 g atau lebih dapat mengakibatkan gegar otak serius dan cedera permanen pada kepala sehingga sensor akan memberikan informasi kecelakaan. Informasi kecelakaan pada helm akan dikirimkan oleh TRW 2.4G ke sepeda motor pengendara secara wireless. Mikrokontroler akan mengolah informasi kecelakaan tersebut dan mengambil data posisi dari GPS, kemudian dikirimkan ke Bagian Pengawas melalui GSM modem dengan format SMS. Bagian Pengawas terdiri dari GSM modem dan komputer yang dilengkapi dengan peta digital kota Surabaya. GSM modem berfungsi untuk menerima SMS dari Bagian Mobile yang berisi informasi identitas pengendara dan posisi kecelakaan, kemudian informasi tersebut dikirimkan ke komputer. Komputer akan mengolah informasi posisi kecelakaan dalam bentuk Lintang dan Bujur kemudian ditampilkan secara visual pada peta Surabaya yang bersesuaian dengan posisi kecelakaan sebenarnya. Sistem telah diuji untuk monitoring kecelakaan pada lokasi kota Surabaya. Sistem monitoring kecelakaan secara keseluruhan dapat bekerja dengan kemampuan 90%, kegagalan 10% terjadi pada pengiriman SMS. Waktu yang dibutuhkan sistem dalam bekerja mulai dari terjadinya kecelakaan hingga ditampilkan di peta Surabaya rata-rata selama 45,56 detik.

Police officers may be late in responding to accidents due to the vast areas they must cover. As a result, fatalities among accident victims become unavoidable due to delayed medical treatment. For this reason, a device to assist police officers in monitoring traffic accidents so they can respond more quickly is essential. In this thesis, an accident monitoring system for motorcycle riders is developed, consisting of two parts: the Mobile Part and the Monitoring Part. The Mobile Part is located on the rider's helmet and motorcycle, equipped with a pressure sensor, accelerometer, microcontroller, TRW 2.4G, GPS, and GSM modem. The pressure sensor and accelerometer on the helmet identify accidents by measuring the impact force absorbed by the rider's head when the helmet collides with asphalt or another vehicle. An impact force equal to 300 g or more can cause serious concussion and permanent head injuries, triggering the sensors to send accident information. Accident information from the helmet is wirelessly transmitted via TRW 2.4G to the motorcycle. The microcontroller processes this accident information, retrieves position data from the GPS, and transmits it to the Monitoring Part via a GSM modem in SMS format. The Monitoring Part consists of a GSM modem and a computer equipped with a digital map of Surabaya. The GSM modem receives the SMS from the Mobile Part containing the rider's identity and accident position, then forwards the data to the computer. The computer processes the location coordinates in latitude and longitude, displaying them visually on the digital map corresponding to the actual accident location. The overall system was tested for accident monitoring in Surabaya and operated with a 90% success rate, with a 10% failure rate occurring during SMS transmission. The average time required by the system from the moment of the accident until the location is displayed on the map of Surabaya is 45.56 seconds.
