Abstract
Perkembangan kebutuhan telekomunikasi yang semakin pesat dewasa ini telah mendorong manusia untuk terus berinovasi dengan menciptakan berbagai teknologi baru. Salah satu contohnya adalah teknologi telekomunikasi GSM (Global System for Mobile Communication), yaitu sistem multiservice yang memungkinkan komunikasi antarpengguna tanpa dibatasi oleh tempat dan waktu dalam melakukan berbagai layanan, di antaranya komunikasi langsung dan SMS (Short Message Service). Penentuan lokasi tower BTS (Base Transceiver Station) untuk jaringan telepon seluler merupakan salah satu masalah yang sering dihadapi oleh operator penyedia jaringan komunikasi seluler. Operator dituntut untuk dapat menentukan lokasi tower BTS yang potensial agar seluruh wilayah dapat terjangkau oleh sinyal. Dalam tesis ini dibahas penentuan jumlah dan lokasi tower BTS yang sebaiknya dibangun dengan menggunakan pendekatan COST-231/Hata, metode GIS (Geographic Information System), dan AHP (Analytical Hierarchy Process). Pendekatan COST-231/Hata digunakan untuk mengetahui redaman yang terjadi selama proses transmisi sinyal komunikasi sehingga dapat diketahui radius jangkauan dan jumlah lokasi tower BTS yang dibutuhkan. Analisis GIS digunakan untuk mengetahui lokasi tower BTS yang telah dibangun maupun yang akan dibangun. Sementara itu, AHP digunakan untuk menentukan lokasi tower BTS potensial berdasarkan kriteria kapasitas, biaya, dan topografi. Berdasarkan hasil analisis menggunakan metode tersebut, diperoleh bahwa Kecamatan Petang memiliki prioritas utama sebagai lokasi pembangunan tower BTS pada tahun 2005. Secara lebih spesifik, Desa Carangsari di Kecamatan Petang menjadi prioritas pertama untuk lokasi pembangunan tower BTS di wilayah Kabupaten Badung.

The rapid development of telecommunication needs has encouraged continuous innovation and the development of new technologies. One example is GSM (Global System for Mobile Communication), a multiservice telecommunication system that enables communication among users regardless of their location and time, providing various services such as direct communication and SMS (Short Message Service). Determining the location of Base Transceiver Station (BTS) towers for cellular telephone networks is one of the problems frequently encountered by cellular network operators. Operators are required to determine potential BTS tower locations to ensure that all service areas receive adequate signal coverage. This thesis discusses the determination of the number and locations of BTS towers that should be established using the COST-231/Hata approach, Geographic Information System (GIS), and Analytical Hierarchy Process (AHP). The COST-231/Hata approach is used to determine the signal attenuation occurring during communication signal transmission, thereby allowing the coverage radius and the required number of BTS locations to be determined. GIS analysis is used to identify existing and proposed BTS tower locations. Meanwhile, AHP is used to determine potential BTS locations based on capacity, cost, and topography criteria. Based on the analysis using these methods, Petang Subdistrict was identified as the highest-priority area for BTS tower development in 2005. More specifically, Carangsari Village in Petang Subdistrict was identified as the first-priority location for BTS tower development in Badung Regency.
