Abstract

Pemberdayaan secara umum mengacu pada pemberian kebebasan dalam berpendapat dan mengambil tindakan. Pada masyarakat nelayan di Klungkung, kebebasan tersebut belum sepenuhnya terwujud karena aspirasi masyarakat belum terkoordinasi dengan baik. Peluang untuk mewujudkan pemberdayaan yang berkelanjutan belum dapat tercapai secara optimal apabila kondisi tersebut belum terpenuhi. Perbedaan antara pemberdayaan dan pembangunan berkelanjutan terletak pada penempatan masyarakat sebagai pusat pembangunan, sementara aspek-aspek lainnya berfungsi sebagai sarana untuk mencapai tujuan pemberdayaan. Konsep Learning Organization digunakan sebagai metode pemberdayaan masyarakat nelayan di Klungkung, Bali. Kapasitas lokal menjadi salah satu dari beberapa faktor yang memengaruhi keberhasilan suatu program pemberdayaan.

Empowerment generally refers to the expansion of freedom of choice and action. Among the fishing communities in Klungkung, this freedom has not been fully realized because community aspirations have not been properly coordinated. Opportunities for sustainable empowerment cannot be achieved optimally if these conditions remain unresolved. The difference between empowerment and sustainable development lies in placing the community at the center of development, while other aspects function as means to achieve the objectives of empowerment. The concept of Learning Organization is used as an empowerment method for fishing communities in Klungkung, Bali. Local capacity is one of several factors that influence the success of an empowerment program.
