Abstract
Penelitian ini ditujukan untuk memodelkan rute dan penjadwalan kapal tanker multikapasitas pada PT PERTAMINA UPMS VII. Tujuan model adalah menentukan rute dan penjadwalan armada kapal tanker sehingga diperoleh biaya yang minimal dan menjamin terpenuhinya permintaan konsumen secara tepat waktu. Permasalahan dipandang sebagai Vehicle Routing Problem with Heterogeneous Vehicles and Time Windows (VRPHTW). VRPHTW merupakan kombinasi antara dua varian Vehicle Routing Problem (VRP) klasik dengan menambahkan dua fitur. Yang pertama adalah VRP with Time Windows (VRPTW), yaitu pengembangan dari VRP yang melibatkan batas waktu pelayanan, sehingga setiap konsumen harus dilayani dalam rentang waktu (time window) yang telah ditentukan. Yang kedua adalah VRP with Heterogeneous Fleet of Vehicles (VRPH), yaitu permasalahan VRP yang melibatkan armada kendaraan heterogen. VRP klasik mengasumsikan bahwa sejumlah kendaraan dengan kapasitas yang telah diketahui tersedia, sedangkan VRPH menentukan jumlah dan tipe kendaraan dari jenis kendaraan yang tersedia. Model diselesaikan melalui tiga tahap, yaitu clustering pelabuhan dan kapal, generasi, dan optimasi. Hasil penelitian menunjukkan bahwa penentuan rute dan penjadwalan kapal tanker yang dihasilkan model lebih optimal dibandingkan dengan penentuan rute dan penjadwalan kapal yang diterapkan saat ini di PT PERTAMINA UPMS VII. Hal ini terlihat dari biaya total model yang lebih kecil, yaitu US$994.609,87 per bulan dengan menggunakan lima cluster dan US$806.057 dengan empat cluster, sedangkan biaya total untuk penentuan rute dan penjadwalan PT PERTAMINA yang ada saat ini adalah US$1.180.630,939. Selain itu, jumlah kapal yang dibutuhkan lebih sedikit. Model yang disusun membutuhkan tujuh kapal untuk memenuhi kebutuhan premium di UPMS VII, sedangkan jadwal yang ada saat ini membutuhkan sembilan kapal.

This research aims to model the routing and scheduling of multi-capacity tanker ships at PT PERTAMINA UPMS VII. Routing refers to determining the sequence of ports to be served by the ships, while scheduling refers to determining the routes within specified time limits. The objective of the model is to determine the routing and scheduling of tanker ships in order to minimize costs and ensure that consumer demand is fulfilled on time. The problem is formulated as a Vehicle Routing Problem with Heterogeneous Vehicles and Time Windows (VRPHTW). VRPHTW is a combination of two variants of the classical Vehicle Routing Problem (VRP) with two additional features. The first is the Vehicle Routing Problem with Time Windows (VRPTW), which extends the VRP by requiring each customer to be served within a specified time window. The second is the Vehicle Routing Problem with Heterogeneous Fleet of Vehicles (VRPH), which deals with a heterogeneous fleet of vehicles. The classical VRP assumes that a fixed number of vehicles with known capacities are available, whereas VRPH determines the number and types of vehicles from the available vehicle types. The model is solved through three stages: port and ship clustering, generation, and optimization. The results indicate that the routing and scheduling of tanker ships generated by the proposed model are more optimal than the routing and scheduling currently applied at PT PERTAMINA UPMS VII. This is demonstrated by the lower total monthly cost of the model, amounting to US$994,609.87 for five clusters and US$806,057 for four clusters, compared with the current PT PERTAMINA routing and scheduling cost of US$1,180,630.939. In addition, fewer ships are required. The proposed model requires seven ships to fulfill premium demand in UPMS VII, whereas the current schedule requires nine ships.
