Abstract

The Analytical Hierarchy Process (AHP) method is one of the methods that is widely used. This method combines quantitative and qualitative criteria into a single decision model. In AHP, criteria weights are determined through interviews with people who are considered competent. This method uses pairwise comparison, in which experts are asked to compare criteria in pairs. Liu and Hai (2005) proposed the use of the Voting Analytical Hierarchy Process (VAHP) method. In this method, respondents are only required to rank the criteria according to their level of importance. Then, to obtain the weights of the criteria, a linear programming method called Noguchi's Strong Ordering is applied. This research examines the development of the VAHP model by considering the fuzziness aspect to accommodate the problem of determining the order of one criterion relative to another. The fuzzy method was introduced to improve traditional categorization, which is characterized by rigid boundaries. Therefore, the Noguchi's Strong Ordering method needs to be modified to incorporate the fuzziness aspect. The fuzzification applied to one type of constraint function in Noguchi's Strong Ordering makes the model simpler. Ultimately, a tool for supplier selection at PT PJB UP Gresik is developed.
