Abstract
Kelapa Sawit (Elaeis guineensis) merupakan salah satu komoditas unggulan hasil perkebunan yang sangat berperan penting dalam kemajuan perekonomian di Indonesia karena kelapa sawit menghasilkan produktivitas minyak nabati yang lebih tinggi dibandingkan dengan tanaman penghasil minyak nabati lainnya. Kandungan minyak nabatinya banyak dibutuhkan di sektor industri, di mana pasar potensial dalam pengolahan minyak sawit ini adalah industri fraksinasi/rafinasi (terutama industri minyak goreng), lemak khusus (cocoa butter substitute), margarin/shortening, oleochemical, dan sabun mandi. Di industri pangan, kehadiran minyak goreng menjadi penting. Hal ini dikarenakan berbagai olahan pangan tidak lepas dari peran lemak dalam minyak goreng dalam menambah cita rasa, tekstur, dan aroma pada makanan. Minyak goreng telah lama dikenal oleh masyarakat sebagai bahan makanan yang kurang baik bagi kesehatan dan cenderung dihindari, sehingga sangat dibutuhkan inovasi dalam produksi minyak goreng yang bukan hanya ekonomis, tetapi juga memiliki dampak positif bagi kesehatan. Oleh karena itu, dibangun Pabrik Minyak Goreng Sawit dengan metode MAE-BSE karena prosesnya ramah lingkungan dengan kondisi operasi yang tidak terlalu ekstrem, serta kualitas minyak yang dihasilkan lebih sehat, kaya akan unsaturated fatty acid, dan tidak mengandung 3-MCPD dan GE.
Pabrik Minyak Goreng Sawit ini direncanakan akan didirikan di Kawasan Industri Sei Mangkei yang terletak di Sei Mangkei, Bosar Maligas, Kabupaten Simalungun, Sumatera Utara. Lokasi tersebut berada di kawasan industri sehingga strategis dan memiliki sarana serta prasarana yang memadai. Dengan berdirinya Pabrik Minyak Goreng Sawit ini, diharapkan dapat memenuhi kebutuhan permintaan minyak goreng sawit yang sehat di dalam negeri dan meningkatkan taraf hidup penduduk sekitar.
Pabrik direncanakan beroperasi secara semikontinu selama 24 jam per hari dan 330 hari per tahun dengan kapasitas produksi sebesar 48.000 ton/tahun, jumlah tenaga kerja sebanyak 211 orang/hari, dan kebutuhan bahan baku CPO sebesar 62.293,17 ton/tahun. Modal diperoleh dengan perbandingan 30% modal sendiri dan 70% modal pinjaman. Pendirian Pabrik Minyak Goreng Sawit memerlukan biaya investasi modal tetap (fixed capital) sebesar Rp664.108.039.797,73, modal kerja (working capital) sebesar Rp117.195.536.434,89, investasi total sebesar Rp781.303.576.232,62, biaya produksi per tahun sebesar Rp557.987.209.655,05, dan hasil penjualan per tahun sebesar Rp941.356.890.777,60. Dari analisis ekonomi diperoleh Internal Rate of Return (IRR) sesudah pajak sebesar 24,03%, Pay Out Time (POT) sesudah pajak selama 7,6 tahun, Break Even Point (BEP) sebesar 22%, dan nilai Net Present Value (NPV) sebesar Rp547.096.890.257. Berdasarkan hasil uraian di atas, ditinjau dari segi teknis dan ekonomis, Pabrik Minyak Goreng Sawit dengan metode MAE-BSE layak untuk didirikan.

Palm oil (Elaeis guineensis) is one of the leading plantation commodities that plays an essential role in Indonesia's economic development because oil palm produces higher vegetable oil productivity than other vegetable oil-producing plants. Its vegetable oil content is widely needed in the industrial sector. The potential markets for palm oil processing include the fractionation/refining industry (especially the cooking oil industry), specialty fats (cocoa butter substitute), margarine/shortening, oleochemicals, and bath soap. In the food industry, the presence of cooking oil is essential. This is because various processed foods cannot be separated from the role of fat in cooking oil in enhancing the taste, texture, and aroma of food. Cooking oil has long been perceived by the public as a food ingredient that is not beneficial to health and therefore tends to be avoided. Consequently, innovation in cooking oil production is needed to produce a product that is not only economical but also has positive health benefits. Therefore, a Palm Cooking Oil Factory is proposed using the MAE-BSE method because the process is environmentally friendly, operates under relatively mild conditions, and produces healthier oil that is rich in unsaturated fatty acids and free from 3-MCPD and GE.
This Palm Cooking Oil Factory is planned to be established in the Sei Mangkei Industrial Estate, located in Sei Mangkei, Bosar Maligas, Simalungun Regency, North Sumatra. The location is situated within an industrial area, making it strategic and supported by adequate infrastructure. With the establishment of this Palm Cooking Oil Factory, it is expected to meet the domestic demand for healthy palm cooking oil and improve the living standards of the surrounding population.
The factory is planned to operate semi-continuously for 24 hours per day and 330 days per year, with a planned production capacity of 48,000 tons/year, a workforce of 211 people/day, and a CPO raw material requirement of 62,293.17 tons/year. The capital structure consists of 30% equity and 70% loan capital. The establishment of the Palm Cooking Oil Factory requires a fixed capital investment of IDR 664,108,039,797.73, working capital of IDR 117,195,536,434.89, total investment of IDR 781,303,576,232.62, annual production costs of IDR 557,987,209,655.05, and annual sales of IDR 941,356,890,777.60. The economic analysis shows that the Internal Rate of Return (IRR) after tax is 24.03%, the Pay Out Time (POT) after tax is 7.6 years, the Break-Even Point (BEP) is 22%, and the Net Present Value (NPV) is IDR 547,096,890,257. Based on the results described above, the Palm Cooking Oil Factory using the MAE-BSE method is considered feasible to establish from both technical and economic perspectives.
