Abstract
Garam merupakan salah satu komoditas strategis nasional yang secara fungsi maupun manfaat tidak kalah penting dibandingkan dengan kebutuhan pokok lainnya. Akan tetapi, hingga saat ini Indonesia masih sangat bergantung pada impor untuk memenuhi kebutuhan garam industri karena produksi garam lokal masih belum memenuhi standar yang ditetapkan. Oleh karena itu, didirikan pabrik garam industri di Kabupaten Kupang, Nusa Tenggara Timur, dengan kapasitas sebesar 400.000 ton per tahun untuk mengurangi angka impor terhadap kebutuhan garam nasional sebesar 23,19%. Bahan baku utama yang digunakan pada pabrik ini adalah air laut, dengan proses yang dipilih berupa teknologi _membrane reverse osmosis_ dan kristalisasi. Proses produksi dibagi menjadi tiga bagian, yaitu unit pemurnian bahan baku, unit kristalisasi dan pengeringan, serta unit _sizing and finishing_. Produk yang dihasilkan pada pabrik ini berupa garam industri sebagai produk utama dengan kemurnian NaCl sebesar 99,8% dan ukuran 30 mesh, serta _desalinated water_ sebagai produk samping. Pabrik ini diperkirakan memiliki usia operasi selama 15 tahun dengan proses konstruksi yang dilakukan selama 5 tahun. Pendirian pabrik membutuhkan investasi awal sebesar Rp1.975.482.014.717,70 dengan _pay out time_ selama 9,15 tahun, NPV sebesar Rp1.293.659.980.492,90, dan IRR sebesar 23,18%.

Salt is one of the national strategic commodities whose function and benefits are no less important than those of other basic necessities. However, Indonesia is still highly dependent on imports to meet its industrial salt requirements, as domestic salt production does not yet meet the required standards. Therefore, an industrial salt plant was established in Kupang Regency, East Nusa Tenggara, with a capacity of 400,000 tons per year to reduce the national import volume by 23.19%. The main raw material used in this plant is seawater, with the selected process utilizing reverse osmosis membrane technology followed by crystallization. The production process is divided into three units, namely the raw material purification unit, the crystallization and drying unit, and the sizing and finishing unit. The products produced by this plant are industrial salt as the main product, with a purity of 99.8% NaCl and a particle size of 30 mesh, and desalinated water as a by-product. The plant is estimated to have an operational lifetime of 15 years, with a construction period of 5 years. The establishment of this plant requires an initial investment of IDR 1,975,482,014,717.70, with a payback period of 9.15 years, an NPV of IDR 1,293,659,980,492.90, and an IRR of 23.83%.
