Abstract

Energi merupakan aspek penting yang selalu dibutuhkan dalam kehidupan sehari-hari. Pandemi COVID-19 menyebabkan penurunan penyediaan energi, terutama pada tahun 2020. Di Indonesia, sektor pembangkit listrik merupakan penyumbang emisi GRK terbesar. Sehubungan dengan hal tersebut, Indonesia telah menetapkan target pemanfaatan energi baru terbarukan (EBT) pada tahun 2025–2050 sebesar 23–31% dengan mengurangi penggunaan minyak bumi, batu bara, dan gas bumi. Pemanfaatan EBT di Indonesia terus mengalami peningkatan, salah satunya melalui pemanfaatan biomassa. Saat ini, pemanfaatan energi biomassa di Indonesia baru mencapai 5,1% dari total potensi yang tersedia. Biomassa yang tersedia secara melimpah perlu dikembangkan lebih lanjut sebagai alternatif untuk menggantikan energi fosil yang terbatas serta mengurangi emisi CO₂. Di Indonesia, masih sangat sedikit PLT Biomassa yang dikembangkan dengan memanfaatkan hidrogen murni yang memiliki emisi hampir nol. Hidrogen telah muncul sebagai salah satu bagian penting dalam bauran energi bersih yang berkelanjutan. Jenis hidrogen yang dipilih dalam pabrik ini adalah hidrogen biru. Pabrik akan didirikan pada tahun 2024 dan mulai beroperasi pada tahun 2027. Lokasi pembangunan pabrik ditetapkan di kawasan industri Dumai, Riau. Pemilihan lokasi pabrik didasarkan pada ketersediaan bahan baku, lahan, listrik, transportasi, dan sumber tenaga kerja. Bahan baku utama yang digunakan dalam proses produksi adalah Tandan Kosong Kelapa Sawit (TKKS) dengan jumlah pemanfaatan sebesar 4.940,71 ton/tahun. Selain menghasilkan hidrogen, proses ini juga menghasilkan produk samping berupa CO₂ yang selanjutnya akan dimanfaatkan oleh perusahaan lain. Proses pembuatan hidrogen terdiri atas beberapa tahapan, yaitu size reduction, pengeringan, gasifikasi, steam methane reforming, water gas shift, dan pressure swing adsorption. Hasil akhir berupa gas hidrogen dengan kemurnian sebesar 99%. Untuk mengetahui kelayakan pabrik, dilakukan analisis ekonomi yang meliputi Internal Rate of Return (IRR), Net Present Value (NPV), dan Payback Period (POT). Hasil analisis menunjukkan bahwa IRR \> WACC dengan nilai sebesar 18,61%, NPV \> 0 sebesar Rp539.001.002.607.985, dan modal pabrik dapat kembali (POT) setelah 3 tahun. Dengan demikian, pabrik tersebut layak untuk didirikan.

Energy is an important aspect of everyday life. The COVID-19 pandemic reduced energy supply, particularly in 2020\. In Indonesia, the electricity generation sector is the largest contributor to greenhouse gas (GHG) emissions. Therefore, Indonesia has set a renewable energy target of 23–31% by 2025 by reducing the use of crude oil, coal, and natural gas. The utilization of renewable energy, particularly biomass, has continued to increase. In Indonesia, biomass energy utilization currently accounts for only 5.1% of its total potential. Biomass is abundantly available and needs to be further developed to replace limited fossil fuels and reduce CO₂ emissions. In Indonesia, only a few biomass power plants have been developed using pure hydrogen with nearly zero emissions. Hydrogen has emerged as an important component of sustainable clean energy. The type of hydrogen produced in this plant is blue hydrogen. The construction of this plant will begin in 2024, and the plant is scheduled to start operating in 2027. The plant will be located in the Dumai Industrial Estate, Riau. The location was determined based on the availability of raw materials, land, electricity, transportation, and human resources. The main raw material used in the production process is oil palm empty fruit bunches (OPEFB). This plant will utilize 4,940.71 tons/year of OPEFB. In addition to producing hydrogen, the process will generate CO₂ as a by-product, which will be utilized by another plant. The hydrogen production process consists of several stages, namely size reduction, drying, gasification, steam methane reforming, water gas shift, and pressure swing adsorption. The final hydrogen product has a purity of 99%. To evaluate the feasibility of the plant, an economic analysis was conducted, including Internal Rate of Return (IRR), Net Present Value (NPV), and Payback Period (POT). The results show that the plant has an IRR of 18.61%, which is higher than its WACC, and an NPV greater than zero, amounting to Rp539,001,002,607,985. The capital investment is expected to be recovered (POT) within 3 years. Therefore, it can be concluded that the plant is economically feasible to operate.
