Abstract
Pengamatan terhadap perlakuan dalam bidang pendidikan maupun bidang lainnya, tidak cukup jika diamati hanya pada waktu bersamaan saja, melainkan perlu diamati pada beberapa periode waktu. Untuk itu, diperlukan data yang merupakan data gabungan antara data cross section dan time series yang disebut data panel. Variabel respon dan variabel bebas pada data cross section dan unit time series dihubungkan dengan metode regresi. Regresi dengan menggunakan data panel disebut regresi data panel. Terdapat tiga pendekatan yang dapat digunakan pada regresi data panel, salah satunya pendekatan efek tetap yang selanjutnya disebut Fixed Effect Model (FEM). Pada penelitian ini, dikaji estimasi parameter regresi data panel melalui pendekatan FEM. Aplikasinya diterapkan pada analisis persentase mahasiswa yang lulus tepat waktu di Institut Teknologi Sepuluh Nopember pada tahun 2005-2007. Hasil analisis menunjukkan bahwa variabel rata-rata indeks prestasi mahasiswa berpengaruh secara signifikan terhadap persentase mahasiswa yang lulus tepat waktu di Institut Teknologi Sepuluh Nopember Surabaya.

Observation of treatment on the field of education or another field, not enough if only be observed on the same time but be needed to observed for several period of the time. Hence, we were needed to combine the cross section data and time series data that is called panel data. We were analysis dependent variable and independent variables with regression method. Regression method with panel data was called panel data regression. There are three approaches that can be used on panel data regression, one of them was fixed effect model approach or FEM. This research aimed to exam parameter estimation of panel data regression with fixed effect model approach by ordinary least square method (OLS). The application was implemented to analysis of percentage of the student who graduated on time at ITS year of 2005 - 2007. The result of analysis showed that rate of students achievement index significantly influenced to the percentage of the students who graduated on time at Institute of Technology Sepuluh Nopember Surabaya.
