Abstract
Saat ini Indonesia dihadapkan dengan masalah "baby boom" tahap kedua yang mengancam masalah kependudukan. Beberapa indikator demografi membenarkan perkiraan para ahli tersebut antara lain menurunnya keinginan mempunyai keluarga kecil, menurunnya penggunaan alat kontrasepsi, menurunnya sumber pelayanan Keluarga Berencana (KB) pemerintah, tingginya laju pertumbuhan penduduk di beberapa provinsi, dan pergeseran struktur angka kelahiran menurut umur wanita ke umur yang lebih muda di beberapa provinsi. Pembatasan jumlah anggota keluarga dengan program "Dua Anak Cukup" ternyata mulai ditinggalkan apalagi setelah kebijakan program KB dilimpahkan ke pemerintah daerah sejalan dengan semangat otonomi daerah. Gagalnya program tersebut pada seorang ibu dapat dilihat dengan kelahiran anak ketiga, sehingga jarak kelahiran antara anak kedua dan ketiga dapat dijadikan obyek penelitian evaluasi program "Dua Anak Cukup". Data jarak kelahiran anak kedua dan ketiga mengandung data tersensor dimana seorang ibu pada saat pendataan belum memiliki anak ketiga tetapi ada kemungkinan melahirkan anak ketiga setelah periode pendataan selesai. Untuk menangani data tersensor maka digunakan analisis survival dimana memperhitungkan kemungkinan terjadinya kelahiran anak ketiga pada data tersensor. Dalam penelitian ini jarak kelahiran anak kedua dan ketiga dihubungkan dengan faktor-faktor yang mempengaruhinya baik dari sisi sosial, ekonomi, fungsi keluarga, dan intervensi pemerintah, sehingga dimodelkan dengan Model Proporsional Hazard. Indonesia terdiri dari 33 provinsi dengan karakteristik masing-masing baik dari sosial ekonomi, budaya, maupun demografi kewilayahannya yang tidak menutup kemungkinan antar provinsi terdapat perbedaan dan persamaan. Menangani masalah dengan menyikapi perbedaan dan persamaan antar provinsi tentu membutuhkan perlakuan berbeda. Pembentukan cluster pada provinsi-provinsi yang lebih homogen berdasarkan karakteristik sosial ekonomi, budaya, fungsi keluarga dan intervensi pemerintah dilakukan untuk memperkecil variabilitas. Metode clustering yang digunakan adalah Two Step Cluster Analysis. Pendekatan Bayesian dengan simulasi numerik Markov Chain Monte Carlo (MCMC) akan mempermudah estimasi parameter dalam model hazard proporsional. Hasil yang diperoleh adalah terbentuk 4 cluster dimana umur ibu pada saat melahirkan anak kedua berpengaruh terhadap jarak kelahiran anak kedua dan ketiga di semua cluster. Beberapa faktor lain mempunyai pengaruh yang berbeda pada setiap cluster seperti akses ke media informasi, agama, dan lain-lain.

Nowadays Indonesia is facing problem of "baby boom" phase two which become a threat for the population problem. Several demographic indicators justify those experts' prediction, they are lack of intention to have small family size, the decrease of contraception users, less source of government family planning services, increase of population growth in several provinces, and shifting of fertility rate by female's age into younger females in several provinces. Limiting number of family size using "two children are enough" programme have started to be abandoned, especially after this programme is being delegated to the local government as result of self autonomy. The failure of this programme on a mother can be seen from the presence of third child, thus birth interval between second and third child can be used as object in a research to evaluate the family planning programme. Birth interval from second to the third child is the data with censored data that a mother not have third child yet but there is probability that to give birth to third child when period of collect data is terminated. Survival analysis can handle censored data that calculate risk of third birth to censored data. In this research birth interval from second to third child is influenced by factors from social, economic, family function, and government intervention are modeled with Proportional Hazard Model. Indonesia consist of 33 provinces with different characteristic from social economic, culture, and demographic by any chance the sameness between provinces. To handle differences and sameness between provinces have to use different treatment. Clustering provinces into a more homogenous groups based on social, economic, family function, and government intervention characteristics can reduce variability. The Two Step Cluster Analysis is used for grouping. Bayesian approach with MCMC numerical simulation would make parameters estimation become easier to run in proportional hazard model. As a result, there is 4 cluster provinces that mother's age when she deliver the second child influence the birth interval from second to the third child in all of cluster. Several other factors have different effect in each cluster like access to mass media, religion and residence.
