Abstract

Sistem zonasi di Kota Surabaya masih memiliki berbagai permasalahan dalam penerapannya di lapangan karena masih adanya perbedaan jumlah SMA negeri antarkecamatan. Menurut data BPS tahun 2020, masih terdapat 48,3% kecamatan yang termasuk dalam kategori blankspot, yaitu kondisi ketika tidak terdapat SMA negeri yang tersedia di kecamatan tersebut. Di sisi lain, terdapat pula kecamatan yang memiliki jumlah sekolah lebih banyak dibandingkan dengan kecamatan lainnya. Sejak diberlakukannya sistem zonasi hingga saat ini, belum diketahui secara pasti efektivitas kebijakan zonasi yang telah diterapkan. Oleh karena itu, perlu dilakukan analisis mengenai efektivitas kebijakan zonasi beserta faktor-faktor yang memengaruhinya dengan menggunakan Regresi Logistik Biner. Data yang digunakan dalam penelitian ini berasal dari 112 responden yang merupakan guru. Hasil analisis efektivitas sistem zonasi yang diberlakukan di Kota Surabaya menunjukkan bahwa 80,4% responden menyatakan bahwa sistem zonasi yang diterapkan pada PPDB SMA di Kota Surabaya sudah efektif. Faktor-faktor yang berpengaruh signifikan terhadap efektivitas zonasi pada sistem PPDB adalah sosialisasi kebijakan dan motivasi belajar siswa. Ketepatan klasifikasi model tergolong cukup baik, yaitu sebesar 81,3%. Analisis sentimen terhadap tanggapan guru mengenai kebijakan zonasi menunjukkan bahwa mayoritas guru memberikan tanggapan positif, yaitu sebesar 52%, sedangkan tanggapan negatif sebesar 48%. Tanggapan guru yang mayoritas positif menunjukkan bahwa masyarakat masih banyak yang mendukung dan menaruh harapan terhadap kebijakan sistem zonasi sekolah sebagai salah satu upaya pemerataan pendidikan, meskipun masih terdapat beberapa hal yang perlu diperbaiki dalam penerapan sistem zonasi.

The zoning system in the city of Surabaya still faces various problems in its implementation due to differences in the number of public high schools among sub-districts. According to BPS data for 2020, 48.3% of sub-districts were still categorized as blank spots, meaning that there were no public high schools available in those sub-districts. On the other hand, there were also sub-districts that had more schools than others. Since the implementation of the zoning system, its effectiveness has not yet been clearly determined. Therefore, it is necessary to analyze the effectiveness of the zoning policy and the factors influencing it using Binary Logistic Regression. The data used in this study were obtained from 112 teacher respondents. The results of the analysis of the effectiveness of the zoning system implemented in Surabaya showed that 80.4% of respondents stated that the zoning system applied to the high school PPDB in Surabaya was effective. The factors that had a significant effect on the effectiveness of zoning in the PPDB system were policy socialization and student learning motivation. The model classification accuracy was relatively good, at 81.3%. Sentiment analysis of teachers’ responses to the zoning policy showed that the majority of teachers gave positive responses, accounting for 52%, while negative responses accounted for 48%. The majority of positive responses from teachers indicate that the community remains supportive of and hopeful about the school zoning system policy as an effort to promote equal access to education, although there are still several aspects of the zoning system that need to be improved.
